His gaze swept over Count Merlin’s face before he continued, “The Torrent Scale Tower is a good start to cooperation. We can deepen our collaboration from there. Let Blazing Spire be built in your country as well… and Shadowflame Spire in mine.”

After hearing this, Count Merlin frowned slightly, “Your Majesty, this matter is significant. I must discuss it with His Highness Shadowflame before making a decision.”

The Fiery Dragon and the Torrential Flood Dragon were at the height of their power.

Constructing Spires to project their shades didn’t require much of the Original Dragon Flame, but the Shadowflame Dragon had already weakened twice.

Even if a Shadowflame Spire was constructed, there would probably be a will without a way, rendering it largely ineffective.
