The era is developing, society is progressing.
The spring breeze of reform and opening-up has been blowing, and great, ever-changing transformations have occurred throughout the land of China. The only exception seems to be the restaurants in Sancha River, which, as far as Yan Fei could remember, had always remained the same.
They were the same establishments that had been there for at least five or ten years, giving the impression that no new restaurants had been added to the town of Sancha River for many years.

Only now, there were two additional small rooms in the courtyard, serving as private rooms where guests could have a private conversation when hosting others.
Seeing Yan Fei come in, the boss, who had been waiting for him for a long time, immediately came over to greet him, "Boss Yan has arrived, please come in quickly. Secretary Yan is waiting for you in the room."
Secretary Yan was the village secretary that Yan Fei had come to meet. Their village was named Yan Village, and most of the inhabitants shared the Yan surname.
Yan Fei casually asked, "How many people are with him?"
The boss replied with a smile, "It’s just Secretary Yan inside."
Yan Fei thought for a moment and then said to Heizi behind him, "Then you wait outside for a bit, it’ll probably be just a few words."
He pushed open the door and entered. Yan Fei saw an old man sitting inside smoking a cigarette. As he came in, the old man stood up, offering a cigarette while smiling and asking, "You are Boss Yan, right?"
Although the two of them had not dealt with each other before, there was no need for introductions at this point—they naturally recognized each other. They had probably seen each other before. Back when Yan Fei was distributing beef, many people had come to know him, but unfortunately, he couldn’t remember everyone’s name.
"I don’t smoke," Yan Fei declined, and got straight to the point. "Secretary Yan, about... I am not good at pleasantries, our meeting today is about the issue between Old Zhou and your son. What do you have to say?"
"No hurry, no hurry," Secretary Yan answered cheerily, and upon hearing Yan Fei didn’t smoke, he didn’t insist further and put out the half-smoked cigarette he had. "I wanted to ask, what is your relationship with this Mister Zhou Dalian... What’s on your mind coming here today?"
Yan Fei pondered for a moment, feeling it was not worth wasting too much time on this matter, and was very straightforward, "This is my first time mediating such a matter, and I don’t have any experience. Old Zhou has helped me with a few small favors before, and this time I just thought, make Old Zhou apologize to you, pay the medical expenses, and let it be over. Secretary Yan’s quick response left Yan Fei momentarily at a loss for words—this was not as he had expected. The reputation of Secretary Yan in ordinary times wasn’t very good and he had an unflattering nickname, "Little Yama."
Especially in this incident, the word on the street had always been that he was determined to deal with Zhou Dalian with an uncompromising attitude.
To Yan Fei’s surprise, just after a few words, Secretary Yan promptly agreed to his terms, making Yan Fei hesitate for a moment before replying, "Then, on behalf of Old Zhou, I thank you. I’ll have him bring some gifts to visit your son, and we’ll consider the matter closed."
"No need, no need. My kid is quite stubborn, sending him over will just result in awkward silence," Secretary Yan really was cutting to the chase, even dismissively waiving the need for Zhou Dalian to humble himself by visiting the patient. If someone said not to visit the patient, it would imply that they were not yet ready to settle things amicably and intended to continue the feud. However, once Secretary Yan explained, it all became clear; he was intending to show full courtesy, giving Yan Fei plenty of respect.
"Alright, if there’s anything else you need help with, and I can help, I won’t refuse," Yan Fei said after thinking it over, not sure what else to say. He was not one for hollow courtesies, so this was already a significant step forward for him.
"Well, there’s a little something," Secretary Yan rubbed his hands together, looking a bit embarrassed. "That cooperation deal you have for raising cattle, will it continue? Could you give our village a couple more quotas next time?"
"That’s no problem, I’ll remember that," Yan Fei nodded in response.
To ask for just two quotas was nothing excessive.
Now that Secretary Yan had brought it up, Yan Fei felt he understood the man a bit better. To be a village secretary, he needed the support of his village. That support couldn’t come solely from throwing his weight around—he needed to show his ’capabilities,’ including this incident with his son getting beaten up. It was about maintaining face.
