Chapter 77: Chapter 72 Xu Sanye’s Conditions
The arrest last night took place on Zhongshan North Road.
After a hospital check-up, Han Yu followed Zhang Junyan to the Changhang Police Bureau of the East Sea Branch, located on Zhongshan South Road.
Officers from the Bin Port Public Security Bureau and translators borrowed from the Binjiang Port Foreign Affairs Office were busy all night.
Some were responsible for interrogating the three suspects, some for questioning the six Indian sailors, and some were rushing to take statements from the eight people who were suspected of exchanging US Dollars.
Even if he wasn’t injured, he was too young and still on probation, so he couldn’t help out at night and ended up sleeping in the onboard police squadron dormitory.
Sister Liu, the radiotelegraphist from Binjiang Port who slept in the next room last night, rarely comes to East Sea and went out shopping early in the morning.
Before she left, she left the binoculars, which had been very useful yesterday, here, thinking it was too much trouble to carry around and it would be even more troublesome if they got lost.
His left eye was badly swollen and still couldn’t be opened; he could only open his right eye.
With a bruised nose and swollen face, Han Yu didn’t want to embarrass himself by going out, and didn’t know on which floor Director Zhang and Director Jiang were, so he carefully washed up and stayed in the dormitory examining the binoculars equipped at the dispatch center of Binjiang Port.
Just as he was getting engrossed, there was a knock on the door.
Immediately after, an all-too-familiar face appeared before him.
"Brother Shao, how come you’re here!"
"This is our department; you can be here, why can’t I?" Shao Lei retorted with a question, holding his chin and smilingly asked, "You got hurt, does it hurt?"
Han Yu subconsciously touched his left face and said with a bitter smile, "To think that I couldn’t even handle two scalpers dealing with foreign exchange, it’s pretty embarrassing."
"Is it those few who got on the ship with you from Bailong Port?"
"Yeah."
"You’re still so young; nobody would laugh at you for getting beaten. Eat more meat when you go back, get taller and stronger, and then train properly, and you’ll be able to beat them."
Shao Lei patted his shoulder, bent down, and picked up the binoculars, "This is a great piece, where did you get it?"
"It’s from Binjiang Port Authority. How could I possibly have such high-end gear?"
"Seven by fifty magnification, 50mm objective lens diameter, 7.3-degree field of view, this is imported and expensive!"
"Brother Shao, you know about binoculars?"
"I was in the Navy before, served on a ship for four years."
"Oh, I almost forgot you were a soldier."
Shao Lei put down the binoculars and carefully placed them in the box, smilingly said, "Director Zhang had spoken to Captain Wang, and Captain Wang asked me to keep you company. Director Zhang said you wanted to buy a radio recorder, should I buy it for you, or shall we go together?"
"Let’s go together."
Han Yu actually wanted to visit Lin Xiaohui, but with his bruised nose and swollen face, he couldn’t see anyone.
Oblivious to his thoughts, Shao Lei patted his arm, "Then let’s hurry up. After buying the radio recorder, I’ll take you around, and we’ll board the ship back to Bailong Port in the evening."
"We’re leaving tonight?"
"Director Zhang and the others have already left, how long do you want to stay here?"
"Where did Director Zhang go?"
"He’s gone back, escorting the suspects on a ship early in the morning. There are still a few people downstairs, saying they want to transfer a case to the Bureau of Industry and Commerce. They seem to have bought tickets for the afternoon cruise, but they’re heading back to Binjiang, not Bailong Port."
"What about Director Chen?"
"Which Director Chen? I don’t know him."
Having slept, so much had happened.
But thinking about it, he could understand. In East Sea, it’s inconvenient to do anything. If Director Zhang and Director Jiang could go back, of course, they would want to leave early.
Others have work to do, Han Yu didn’t feel left behind, and he followed Shao Lei downstairs, curiously asking, "Brother Shao, your branch is quite large; how many departments and officers do you have?"
"Not too big, not too small, we have seven departments including the Political Office, Office and Security, one Criminal Investigation team, one onboard police squadron, and two police stations. In total, more than two hundred people."
"How many in the onboard police squadron?"
"Over a hundred. Although we say it’s a squadron, it’s practically almost the same as a brigade, with jurisdiction over twenty-two ship onboard police teams."
This police bureau is mainly onboard police...
Han Yu realized and curiously asked, "Brother Shao, does that mean you mainly handle security on passenger ships?"
"Pretty much."
"Then who is responsible for the security on the water?"
"Do you mean on East Sea?"
"Yeah."
Shao Lei usually works mainly on passenger ships and rarely visits the office. Glancing back at the office building behind him, he smiled and explained:
"The units that especially handle security along the river and the coast are many, but the most important is the East Sea Shipping Police Bureau. They belong to the local police just like you, responsible for the security of main water areas such as the Huangpu River and Guzhou River."
Han Yu never really understood how jurisdiction on the water was divided and asked further, "What else?"
"East Sea borders both river and sea, so the security of sea-passenger ships is under the authority of the Marine Police Bureau. The Marine Police Bureau, like our Changhang police, both fall under the Ministry of Transport. I heard that they are soon to establish the Maritime Police Bureau, which will be dedicated to marine security. If you guys are water police, then they would be the coast guard."
"Aren’t you water police?"
"Of course not, I’m onboard police."
Shao Lei laughed and continued, "The security of the ports is managed by the East Sea Port Police Bureau which is similar to the Binjiang Port Police Station."
Han Yu roughly got the idea and murmured, "So, the primary responsibility for security on the water mainly lies with us local police."
"When your law enforcement rescue boat enters the Yangtze River, then you are the boss, at least in the Linghai Waters you are the boss."
"Is the East Sea Shipping Police Bureau really powerful?"
"Very powerful. They have several patrol boats that look almost like the navy, usually patrolling the river with 56 assault rifles."
...
Meanwhile, Instructor Ding, accompanied by Li Weiguo, Zhang Lan, and Old Factory Director Liu, had just inspected the construction progress of the floating pier at the Yanjiang Police Station.
