Chapter 52: Chapter 48: Bringing in External Support to Pressure the Palace

4:00 PM, the Director’s office.

Director Wang from the Political Work Office is reporting to the Director along with the Instructor.

Director Yang, having understood the situation, frowned slightly: "Did Li Weiguo come to ask about this?"

"It was Old Li who asked, but this matter shouldn’t be much related to him. He’s retiring in two and a half years, so he wouldn’t care about such a small honor. Even earning a third-level merit wouldn’t mean much to him."

"Zhang Mingdong wouldn’t care either."

"Then what’s your view on this matter?"

The September 17th major case of ticket scalping involved a huge amount of money.

Initially, the bureau planned to commend the Yanjiang Police Station, but Xu Sanye not only made rushed expenditures but also kept ordering new things to be bought one day and new equipment installed the next, ending up far exceeding the initial budget.

Without a "sound" financial management system, whatever debts Yanjiang Police Station owed externally, let Xu Sanye deal with them as he accrued them.

But now that a sound financial management system is in place, along with the maintenance of the Law Enforcement Rescue Boat and construction of corresponding facilities, the bureau has also established a project leadership group.

From now on, the bureau need not worry as it has already agreed with Xu Sanye that future legal income will still be split according to "two times fifty-fifty."

However, the ongoing project belongs to the bureau, the contracts were signed by the bureau; they must manage all types of payments within the contract scope to the end, otherwise, it would be like slapping their own face.

To write off the 300,000 lost is one thing, but to think of pouring in an additional 70,000+, who would feel like commending them...

The more Director Wang thought about it, the more stifled he felt, looking up he said: "He is reaching out to the organization for honors, we can overlook other things, but not this one!"

"Old Ding, what do you think?"

"Achievements should be recognized, applying for commendation and awards is justified. "

Instructor Ding paused, then continued: "And it’s not just him that needs recognition, the Bailong Port Police Station and the onboard police on the passenger ship should also receive it.

If we don’t apply, others will. If the Ministry of Transport Police or the Changhang Police Bureau gives the Yanjiang Police Station a group third-level merit, the joke would become too big."

Asking for honors from the organization is one thing, but to drag corporate and industry police forces into pressuring the higher-ups...

Director Yang was quite frustrated and asked coldly: "Would they actually award it?"

"Director Yang, the Binjiang Port Police Station is a Standard Department Level unit; they don’t even need to report to the Ministry of Transport Police, they can directly award it themselves."

If the Yanjiang Police Station is recognized with a group third-level merit by a neighboring unit, it means that both the Linghai Police Bureau and the Binjiang City Bureau are turning a blind eye to Yanjiang Police Station’s achievements.

Moreover, would the Yanjiang Police Station still belong to the Linghai Police Bureau then?

Director Yang had never faced such a situation before; thinking of the Instructor responsible for ideological and political work with rich experience in this area, he asked further: "What’s your consideration?"

Instructor Ding had already prepared a tactic, saying: "The main work was done by our Linghai Police Bureau; the commendation must be done by us."

"Old Ding, are you suggesting also including the Bailong Port Police Station and the onboard police team?"

"They participated and genuinely did a lot of work; it would be unjust not to include them. Even if we don’t, their superiors will consider it for them."

"However, we are local police; there is no precedent for awarding corporate or industry police units. Even if we submit the documents, the City Bureau won’t approve."

Indeed, this was hard to handle, yet if we don’t handle it, others will.

It’s not easy for others to achieve success; their administrative levels are so high, they would hardly care much about us.

Instructor Ding and Director Wang exchanged glances and smiled, "This matter could be easy to handle too; no need to approach the City Bureau, we can directly ask the county to do the commendation."

Seeing the Director pensive, Director Wang explained: "Director Yang, although Bailong Port Police Station belongs to the Binjiang Port Police Station, it ultimately sits on our Linghai land.

As for the onboard police, although they spend most of their time on the river, the passenger ships they patrol anchor at our Linghai’s Bailong Port.

And since the Linghai County Government can commend the military units not under our Linghai’s jurisdiction, they can equally commend other units situated in Linghai."

Linghai Police Bureau commendation of Binjiang Port Police Station’s collective and individual efforts is inappropriate. If you don’t commend them, they might commend your people instead.

Reflecting on this, asking the county for recognition could indeed be a solution.

Director Yang realized this and nodded slightly.

Master Ding took a small sip of water and continued, "Moreover, this case was investigated according to the County Party Committee and Government’s directives against speculation, and it actually benefits the county the most.

From the confiscated fines, it’s not just our bureau or Xu Sanye or even Bailong Port Police Station who benefitted; they only got a small part. The major share goes to the county finance, and it wouldn’t be too much for the county to arrange for bonus rewards."

Seeing that the Chief agrees with this plan, Director Wang added, "But commending so many units at once isn’t proper either; otherwise, the honor will lose its value and fail to motivate."

Director Yang unconsciously asked, "Then how do we commend?"

Director Wang replied without hesitation, "Commend only one collective, specifically the 9.17 major illegal ticket reselling case special task force. As for individuals, all the police who performed outstandingly in combat must be commended."

The 9.17 special task force isn’t from Yanjiang Police Station, but was set up by Linghai Police Bureau jointly with Binjiang Port Police Station.

The participation from our bureau isn’t limited to Yanjiang Police Station; it also includes the Criminal Investigation Team and several police stations that participated in the capture, as well as the preliminary review division and the security division responsible for subsequent reviews and approvals.

In other words, there’s no need to award merit to Yanjiang Police Station, only need to commend the temporary collective of the 9.17 case special task force.

As for Xu Sanye, even though his performance was outstanding, the bureau will still gather documents to report to the county, but it’s highly unlikely that the county will award him.

Thinking of this, Director Yang couldn’t help but laugh, "Old Ding, Old Wang, you two have thought this through very well."

If reported to the City Bureau, they might judge on merit and actually award Xu Sanye.

But reporting to the county, the county won’t commend Xu Sanye.

Finally having the opportunity to let Xu Sanye face a setback, Master Ding felt much more comfortable, saying meaningfully, "Director Yang, this is an unavoidable solution."

"Let’s do it this way, but we need to communicate with Zhang Junyan at Bailong Port Police Station, clarify everything clearly to him; our three offices are not subordinate to each other, it’s not easy to get the assessment done without this."

Being able to let Xu Sanye face a setback was not an easy feat, Director Wang said with a smile, "Yes, I will contact Zhang Junyan first thing tomorrow morning."

Director Yang nodded, and changed the topic, "Old Ding, we need to expedite the certification for the tugboat and dunshp; Xu Sanye doesn’t like troubles, but we cannot shy away from it."

"He called Director Ge, and he handed this matter over to a retired captain he recruited from the shipping company."

"Is it possible to get it done?"

"I called Director Ge this morning, and he said that the tugboat’s original paperwork can’t be found, and it being an old boat, it can only be registered under modification. He mentioned it might be the first time for the police boat to apply for registration and inspection to the Port Supervision, and they should make an exception for special cases."

Certification is mainly for safety considerations.

After all, the Yangtze River can churn up three-foot waves without wind, who knows what might happen out there.

Secondly, the money is spent; the bureau ought to hear something tangible.

Although the regulations from the Ministry of Transport clearly state that police boats need not register and inspect with them, if there are no paperwork at all, then it’s just a worthless "three-no" vessel.

Now, though it’s troublesome, getting the proper documents can increase its value, making it a fixed asset for the bureau.

Eventually, when Xu Sanye moves, and Yanjiang Police Station is disbanded, that modified tugboat and newly constructed floating pier could be sold at a good price, helping the bureau recover some losses.

All in all, certification is crucial.

Afraid that Master Ding might get busy and forget, Director Yang emphasized, "A lot of money has been spent, we can’t skimp on this small amount for certification. You need to keep an eye on the progress until all the paperwork is complete."

Every time Zhang Lan applies for funds, she scrutinizes the purposes thoroughly.

Concerned about the prices of some equipment to be purchased, she even had Sister Jiang inquire privately.

It can be said that she guards the use of funds rigorously, and yet, despite such strict oversight, the budget exceeded by over seventy thousand.

As the head of the project leadership group, feeling very guilty about how things turned out, Master Ding didn’t dare take certification lightly and quickly said, "I know, I’ll keep an eye on it."
