Chapter 49: Chapter 45: Director Zhang’s Intention

With radar, nighttime and foggy sailing will be safer, greatly reducing the possibility of collisions.

Ocean-going ships all have them, but only large passenger and cargo ships on the river are equipped with radar.

Many outboard boat owners are so thrifty they won’t even install a motor starter and always have to hand-crank it before setting out, let alone even think about advanced equipment like radar.

As someone in the shipping industry, Han Yu was even happier than Xu Sanye to hear about the radar.

They hurried downstairs, called Liang Xiaoyu, and carefully moved several boxes labeled "Fragile Equipment" and "Handle with Care" from the police car with the folding seats into the reception room.

Opened the cartons and took the items out.

Removed the foam board securing the equipment and peeled off the plastic film wrapping it, revealing a radar that looked like a black and white TV set.

Brand new, not used!

Han Yu was overjoyed, gently turning the radar display to check the backplate.

Xu Sanye was even happier and more thrilled, picking up the manual and asking with the brand name in hand, "It’s a Triumph brand, isn’t Triumph a TV company?"

Director Zhang also didn’t quite understand and was at a loss for an explanation when Han Yu looked up and spoke, "Triumph TVs are produced by East Sea Radio Factory, but they don’t only manufacture TVs. They also produce marine navigational radars, as well as radios, washing machines, vacuum cleaners, and electronic keyboards."

"Can this radar navigate then?"

"This is a standard naval radar; it used to be mounted on warships. The training ship at our school also has this kind."

"Salted Fish, do you know how to use it?"

"It’s simple, radar is not sonar, operating it isn’t hard. Looking at the type plate, this is a 752A model, our school’s ship uses the 752 model, this one is a bit more advanced than what we have at school."

Naval-grade radar, definitely advanced.

Xu Sanye grinned and said, "This should be powered by electricity, let’s plug it in and try turning it on."

He knew Xu Sanye would love this gift, and Director Zhang stood with his arms crossed, smiling without saying a word.

Han Yu pointed to the two boxes piled in the corner of the room, explaining, "This is just the display, the antenna and the main unit are inside those."

"So we can’t test it now?"

"This is a complete set of equipment. We have to install everything before we can calibrate it."

"Salted Fish, do you know how to install and calibrate it?"

"I don’t, but our school has teachers who do."

"Once it’s installed, we’ll ask your teacher to help with the calibration."

"Yes!"

After checking the radar display, they looked at the radio sets – two in total, both with a power of 100W.

Riverside and on the water is not like on the shore, and the Yanjiang Police Station is responsible for the Yangtze River North Branch Channel, where large ships don’t enter. The radio environment is not very complex, just need to raise the antenna higher, it could handle communication within a fifty-kilometer range.

It’s not an exaggeration to say that even with money, these devices might not be obtainable.

The more Xu Sanye looked at it, the more he liked it, becoming more excited, and rubbed his hands together, a little embarrassed, he asked, "Director Zhang, these devices are expensive, right? How much did they all cost?"

Han Yu couldn’t help but laugh, thinking to himself that Director Zhang was really nice and approachable.

Clearly a Full Department Level leader dressed in Makuni, he wasn’t just modest in front of Standard Stock Level Xu Sanye, he was almost becoming Xu Sanye’s little brother.

Thinking back to their previous cooperation in cracking down on ticket scalping, and how much benefit his Police Station had received from it. The funds returned to them were as much as those returned to the Yanjiang Police Station, he felt they should make a gesture of thanks.

Xu Sanye never dwells on the "small details," believing that what’s returned to others is theirs by right.

He was genuinely grateful for the help they offered in a crunch, insisting on taking Director Zhang out for a meal.

Zhang Junyan politely declined his offer, instead smiling and saying, "Director Xu, I’ll be the host tonight, let’s have a good gathering with both our teams. Salted Fish, you’re also joining."

"Old Zhang, I’m already taking your equipment, using your car, and now to eat your food too, it’s almost too much."

"What relationship do we two departments have, do we need to separate things so clearly? Besides, there will be other friends there tonight."

"The commendations and rewards for the 9.17 case, you’re the task force leader, and we’re members. Although Captain Wang’s team didn’t join the task force, they did help us gather evidence and were involved in the enforcement actions."

"But we’re not from the same system."

"But we are working on the same case."

Seeing Xu Sanye lost in thought, Zhang Junyan eagerly continued: "Considering the significant amount involved in the case, it would be unreasonable not to recognize the achievements and give out awards. Our bureau leaders asked me to enquire about your intentions. If your bureau isn’t planning to report for commendations, our bureau will make the report."

Finally, Han Yu understood why Director Zhang was being so courteous.

Bailong Port Police Station, the onboard police on the ships, and Yanjiang Police Station all participated in the enforcement action; although all part of the police, they belonged to three separate entities.

The Yanjiang Police Station reports to Linghai Police Bureau; above that is the Binjiang City Bureau, the Provincial Police Department, and up to the Ministry of Police.

Bailong Port Police Station’s superior is Binjiang Port Police Station, which in turn reports to the Ministry of Transport Police.

While the onboard police that helped gather evidence came from the Yangtze River Shipping Police Bureau East Sea Branch.

Local police, corporate police, and industry police all came together because of one case, an amusing thought indeed.

Xu Sanye also found the situation quite amusing and thoughtfully said: "Wait for Old Li to come back. I’ll have Old Li ask around in our bureau to see what they think. If our bureau is filing for commendations, we’ll definitely include you. But if our bureau drags its feet and doesn’t take it seriously, you guys should go ahead and report it."

"Okay, I’ll prepare the documents as soon as I get back."

This was something for the leaders to consider, and Han Yu dared not meddle nor did he have the privilege to.

After packing up the equipment, he had just stepped out of the office when he saw Old Zhang, Old Qian, and Zhang Lan chatting excitedly around the jeep.

"Salted Fish, Director Zhang is really planning to lend us this car?"

"Yep."

"That’s great, I didn’t expect our station to have a car to use!"

Not many cars are available in the bureau, so it was exciting to even think the station might have one.

Han Yu looked into the driver’s cabin and turning back said, "Uncle Zhang, just having a car isn’t enough, no one here knows how to drive."

"Director Xu does."

"Director Xu can drive?"

"Why would I lie to you? Not only can he drive, he also has a license."

"Director Xu is really amazing."

"I heard driving isn’t that hard; he learned it in just one night."

A jeep is still a car after all, and even Old Qian was grinning ear to ear at the thought of possibly riding in the car someday.

As a staff police officer, Zhang Lan was not as fascinated by cars. She pulled Han Yu and asked, "Your dad came to see you the day before yesterday, did you call home?"

"I did."

"Everything okay at home?"

"My sister-in-law is about to give birth, it’s due by the end of this month. I might need to take a couple of days off then."

"Due at the end of the month... So that means it’s only a few days away. Salted Fish, you’re going to be an uncle soon, have you thought about what to bring when the time comes?"

Han Yu scratched his neck and said with a wide grin, "I’m still thinking about it, but I definitely can’t show up empty-handed."

Without a second thought, Old Zhang declared: "You have to give a postpartum gift package, at the very least a set of belly wrap, packages of brown sugar, several Jin of deep-fried twisted dough, and a few bags of crispy biscuits."

The thought of becoming an uncle seemed unbelievable to someone so tiny.

Zhang Lan, amused, added, "Your sister-in-law needs to recuperate after giving birth. She should have crucian carp soup and black fish soup."

Before Han Yu could even respond, Old Qian said with a smile: "Don’t worry about buying crucian carp, there are still some in the net. I’ll fish more tomorrow, and I’ll save them for you."

Old Qian liked catching fish but didn’t care much for eating them. Now, with a double salary, he was too lazy to sell the fish he caught, and if the station couldn’t eat it all, it would be distributed among a few people.

Han Yu didn’t expect to receive any fish and quickly replied: "Thanks, Uncle Qian."

Old Zhang then curiously inquired: "Where is your sister-in-law planning to give birth?"

"Probably at her place."

"Where does she live?"

"Peimin Sixth Team, not far from the county."

"When the time comes, ask Director Xu if he could drive you there in the car, since it’s on the way. Otherwise, with so much stuff, how will you manage to carry it all?"

"I’ll ride a bicycle."

"I’m talking about the fish. If Old Qian comes through, he’d get at least ten or eight Jin. It’s best to carry them in a bucket; after delivering, you can keep them alive longer, and let your sister-in-law eat them at her leisure."
