Chapter 37: Chapter 35: Technical Whiz

Whether it’s building a dunship or a pontoon bridge, it’s all centered around the "flagship," the Law Enforcement Rescue Boat.

Previously, due to lack of conditions, but now with the conditions met, Xu Sanye decided to speed up the ship repair, not wanting to have the dock berths along the river ready while the Law Enforcement Rescue Boat still can’t be put into place.

Considering that repairing tugs isn’t entirely a technical task and involves a lot of manual labor - for example, the inside and outside of the tugboat need rust removal, which relies on Little Salted Fish first to scrape then slowly grind with a grinder, or even sandpaper, that would take forever.

The tasks without technical difficulty can be fully handled by workers arranged by Boss Wu.

At least those technical tasks can be completed by Little Salted Fish’s brother-in-law bringing in a few more masters from the Binjiang Port during their spare time to help out.

Fifteen yuan a day, lunch included.

The wages and meal expenses will be advanced by Boss Wu, with the invoice going through the "Yanjiang Police Station Infrastructure Project" investment by the Linghai County Police Bureau, and will be settled with the bureau at the end.

In Master Ding’s opinion, since the bulk of the money has been spent, there’s no point in nitpicking over a small account, and it’s not worth aggravating Xu Sanye over such a minor matter. Besides, it’s unreasonable to expect a young adult to repair three ships alone, so he agreed without hesitation.

It was a way to help his brother-in-law and make some extra money, so Zhang Jiangkun was very willing.

Today is the weekend, he called up two apprentices with motorcycles and arrived at the shipyard early in the morning to do some private work.

Master Xu, the electrician who came last time, also arrived. As soon as he reached the shipyard, he changed into work clothes, donned a hard hat and gloves, buckled on a tool belt filled with various tools, and started to lay wiring on the ship with the electrical cables and various switches and devices that Boss Wu had helped to procure.

Zhang Jiangkun, with his two apprentices, rushed to dismantle the windlass, and Han Yu continued to service the main engine, busy and happy.

The starter motor is broken, it needs to be replaced with a new one.

The battery is broken, it needs to be replaced with a new one.

...

There are too many things to purchase, if we leave it all to the shipyard for procurement, who knows if they will make a profit on the price difference.

Zhang Lan was tasked with a heavy responsibility by the Instructor, to be fully in charge of procuring all the relevant equipment needed by the Law Enforcement Rescue Boat, and at the same time, to review and supervise the procurement needed by the dunship.

Building a dunship is not as simple as imagined; it actually requires much expertise and is classified as a special-purpose ship, something Boss Wu had never dealt with before.

The police need a dunship, and in future, departments like Port Supervision and Fishery Administration will certainly need one too!

Boss Wu felt this was a business opportunity and wanted to use Xu Sanye’s dunship as a showcase special-purpose ship project for the shipyard, and didn’t consider making money through procurement, readily handing over all these troublesome matters to the police.

He himself took Master Zhou and two masters, took two days to visit a unit across the river that has a dunship, and after returning he urged Master Zhou to hurry up with the design and drafting, while he busied himself with a more detailed budget.

The Police Bureau leadership had said when re-signing the contract that such a large investment was made, but they didn’t know where the money was spent.

Considering the future accounting and whether the funds can be secured at that time, he also proposed to hold a "project discussion meeting."

To invite the Police Bureau leadership and Xu Sanye to confirm the design drawings that Master Zhou had worked overnight on, as well as the budget he had made after inquiring and calculating profits, so that they can confidently purchase raw materials and related equipment and even carry out construction afterwards.

Xu Sanye felt it was necessary and immediately asked Zhang Lan to call Master Ding.

Master Ding thought that two hundred and fifty thousand was just a budget, and no one had any idea how much would ultimately be spent. What if it goes over?

He didn’t dare to make a decision and suggested that relevant personnel bring the drawings and budget to have a meeting in the bureau at 8 PM, so that Director Yang and Director Shen, who is in charge of finance and logistics, could attend.

Zhang Lan, knowing that Xu Sanye didn’t want to go to the bureau, carefully relayed Master Ding’s intentions.

Xu Sanye really disliked going to the bureau, cursing "wall grass with no conviction or courage," but for the sake of work, he finally asked Han Yu to inform Boss Wu and Master Zhou to gather at the station punctually at 7:30 PM.

Because of this, work ended at 5:30 PM today, and dinner was served on time at 6 PM.

After eating and drinking well and sending off the brother-in-law and other helpers, they rested for a while, then got into the sidecar of a tricycle and went to the meeting with the station leadership.

Zhang Lan, Old Factory Director Liu, Boss Wu, and Master Zhou took the Bailong Port Police Station’s jeep, following behind the tricycle,

They arrived at the bureau by 7:30 PM, and with Director Yang and Director Shen not busy, the meeting started half an hour early.

In principle, this meeting should have been chaired by Master Ding, but Xu Sanye thought Master Ding was too procrastinating and did not hesitate to deprive Master Ding of the power to chair the meeting.

"Director Yang, Old Shen, comrades, our Yanjiang Police Station can be said to be the pioneer in the field of water police enforcement throughout Binjiang and even the whole province. When we decided to build the dock berths, I told Manager Wu that we had to think about the next twenty years..."

This was Han Yu’s first time seeing the Bureau Chief, and being able to sit with him in a meeting was nerve-wracking and somewhat exciting.

Just never thought that Xu Sanye seemed more like the Bureau Chief than the actual Bureau Chief, still so wild in the bureau.

Director Yang’s face was expressionless, Director Shen sat next to him and silently smoked, Master Ding’s face looked very unpleasant, and Director Wang, who had planned to attend the meeting, stepped into the meeting room but left on the pretext of having something else to do when he saw Xu Sanye speaking.

As Xu Sanye’s subordinate, Han Yu felt quite embarrassed.

He hurriedly bowed his head, not daring to look at the bureau leadership again.

"Comrades, when I talk about looking ahead to the next twenty years, I’m not being overly ambitious. You can see that by looking at the Law Enforcement Rescue Boat that Salted Fish is repairing. It’s a tugboat built back in the 1960s, it just needs some repairs to be usable again. I’ve consulted with Master Zhang from the Binjiang Port Authority, who said with proper maintenance, it can be used for another twenty years!"
