Looking at each of Xu Sanye’s photos, the newly appointed Chief of the Water Police Force and Water Police Station, Peng Changyu, finally understood the deep purpose behind Political Commissioner Wang’s insistence that Luo Wenjiang, a recently assigned cadre to the team, also attend Xu Sanye’s funeral.
