Chapter 200: Chapter 161: Achieving the Goal in One Step

Director Yu and Director Zhou finished dinner and returned to Binjiang, Li Weiguo and Zhang Mingdong completed the transfer of their waterborne household registration and returned as well.

In the afternoon, a meeting was held in the office to unify the ideology of "learning for certification."

Li Weiguo was not interested in learning how to drive a motorcycle, but he was quite interested in learning how to operate a boat.

Because Xu Sanye made it very clear that not only are there few people who can operate boats, even the personnel on vessel 001 are insufficient, and this is a technical job that you can’t just recruit whenever you want.

Learn well now, and go to the Port Supervision Bureau to get a certificate, after retiring you can be rehired.

Although the salary is not high, at least there is something to do, which is equivalent to going back to the old unit to do the old job. Where else can you find such a good deal!

Old Zhang also believes that good things should not be passed on to outsiders. He not only actively signed up but even chose the most challenging major in marine engineering.

Han Xiangning had been working in the Seaman Examination Department before and is an expert in this area. She was invited by Han Yu to come and talk to everybody about the crew allocation and examination situation.

Facing the fierce Xu Sanye, Han Xiangning was indeed a bit nervous, but thinking that he only bullied others and not her, and he was even very nice to her, she felt there was nothing to be nervous about.

"Director Xu, Instructor Li..."

Xu Sanye raised his hand: "Master Han, today there is no Director Xu or Instructor Li, just trainees who are going to take the exam at your department."

Han Xiangning was amused and chuckled: "Okay then, trainees, let’s start from 001."

Xu Sanye opened his notebook and picked up a pen, ready to make notes.

Li Weiguo, Zhang Mingdong, Old Qian, Old Zhou, Old Zhu, and Liang Xiaoyu saw the Director being so serious and quickly picked up pen and paper too.

Han Yu setup the blackboard brought from the control room, cleaned it, arranged the chalk, and quickly returned to his seat to listen attentively.

Han Xiangning picked up the chalk and said, "Xiao Yu recently asked me why Salted Fish always talks about taking a promotion exam."

Everyone couldn’t help but laugh.

Liang Xiaoyu scratched his neck, looking embarrassed.

Han Xiangning smiled and quickly wrote five lines on the blackboard, then turned around and said, "This ’level’ refers to the classification of ships, which is divided based on the ship’s gross tonnage and the power of the main propulsion system.

Ships above 1,600 gross tons or 1,500 kilowatts, which is more than 2,040 horsepower, are classified as first-level ships; ships above 600 gross tons but below 1,600 gross tons, or those with power ratings from 441 kilowatts to 1,500 kilowatts, are second-level ships;

Ships from 200 gross tons to 600 gross tons, or with main propulsion powers from 147 kilowatts to 441 kilowatts, are third-level ships. 147 kilowatts is equivalent to 200 horsepower, which means 001 is a third-level vessel."

So that’s how ships are classified, truly an entirely different field.

Old Zhang curiously asked, "Master Han, does that mean Salted Fish has to take a promotion exam to skipper a second-level ship?"

"Yes."

Having the chance to play the role of a teacher, Han Xiangning felt it necessary to give her young junior a reality check, lest he get carried away, pointing to Han Yu, she said: "In fact, Salted Fish could steer 001 as a Helmsman, but he is not qualified to be the Captain of 001.

So, if he wants to skipper larger ships, he needs to go through training and take a promotion exam. To truly pilot 001, he also needs to go through training and take a promotion exam."

Xu Sanye looked at Han Yu, puzzled, and asked: "Master Han, doesn’t Salted Fish have a certificate?"

You can flatter someone all you want on other matters, but not when it comes to this.

Moreover, it’s nothing to be ashamed of—they wouldn’t be criticized by their leaders for this.

Han Xiangning had nothing to worry about and said bluntly, "Salted Fish does have certificates, several, in fact, but none are the Certificate of Competence for a third-class ship Captain, Chief Officer, or Second Officer. Only Captain Wang in the office has the Certificate of Competence as a third-level Ship Captain."

"Salted Fish, what exactly were the certificates you had before?" Xu Sanye asked with a smile.

Salted Fish put down his pen and said with an embarrassed look, "Although I only have a Certificate of Competence as a fifth-class driver, as long as I have at least twelve months of continuous apprenticeship on a vessel of the corresponding class, I can directly apply to take the exam for a Third Officer on a first or second-level vessel, a Second Officer on a third-level vessel, and a Radiotelegraphist on a second-level vessel."

Han Xiangning explained cheerfully, "Director Xu, Salted Fish is different from you; he is a graduate of the Binjiang Shipping School. He has to take job assignment exams to confirm his position on the ship before taking promotion or upgrade exams."

"Can’t I directly apply for the position of a Second Officer on a third-level vessel like this?"

"It’s not that you can’t apply, but you have to go through a series of training and spend a lot of time as a trainee on third-level vessels."

"Alright, what kind of ship can you operate with a fifth-class driver’s certificate?"

"Small boats below fifty gross tons or with power ratings below 36.8 kilowatts, including all the outboard motor vessels."

Han Xiangning thought for a moment and added, "You need a fifth-class driver’s Certificate of Competence to operate 002, Master Zhou. You can steer a ship, but you don’t have a certificate. If we are being strict, that certainly won’t do."

Master Zhou laughed somewhat sheepishly, "I’ll take the test soon, anyway, the office will reimburse it."

Li Weiguo then asked curiously, "What about fourth-class vessels?"

"Fourth-class vessels refer to ships over fifty gross tons but under two hundred gross tons, or with power ranging from 36.8 kilowatts to 147 kilowatts."

Han Xiangning put down her chalk and muttered, "Salted Fish’s family is changing to a bigger boat, and this change will mean a fourth-class vessel. Before changing ships, his dad and mom have to take a promotion exam. If they don’t participate and fail to obtain the respective Certificate of Competence, they will definitely get inspected and even fined once they go out, and then they will blame us at the Port Supervision Bureau."
