"Who’s higher-ranked, Manager Zhang or Station Chief Zheng?"
"Well, it’s hard to say, Manager Zhang is in charge of operations, while Station Chief Zheng is responsible for issuing certificates to fishing boats."
"Give me the keys for now, and our bureau leaders will talk to your Manager Zhang later. It’s just a few rooms, not something else; we can’t take them away if we wanted to."
