Chapter 181: Chapter 145: Binjiang Water Police!

As for how to report, Scholar Yu had actually thought it through early on.

The reason why he asked Director Zhong was to probe the attitude of the department.

After all, he was not Xu Sanye, and he could not disregard the leaders, especially when it came to such major issues as requesting funds, personnel, places, staffing, and equipment from the municipal leaders, he had to understand clearly the stance of the department leaders.

Director Zhong’s counterquestion gave him some confidence.

When he approached the leaders, he had just stood at attention to salute, and before he had the chance to introduce himself, Mayor Cao asked: "Are you Yu Xiangqian, the Director of the Water Police Division?"

"Yes!"

"Was the joint law enforcement organized by you?"

"Yes!"

"Arrange a boat and let us take a look on the river."

The mayor didn’t stick to the script, leaving no opportunity to speak besides saying "yes".

However, on the other hand, with such a major incident happening on the river, and the superiors placing such importance on it, the municipal leaders could not just stand on the bank and watch, they had to take a trip on the river, even if it was just going through the motions.

Scholar Yu reacted promptly, answered with another "yes", and immediately lifted his walkie-talkie: "Police 001, Police 001, please respond if you receive this."

Xu Sanye, looking towards the dock, replied: "Police 001 received, Director Yu, please speak."

"Please come to the dock immediately to pick up the municipal leaders for an inspection on the river."

"001 received, over."

Xu Sanye anticipated that the municipal leaders would want to board the ship and had a plan ready. He quickly instructed the patrolling speedboats to come over. Then he transferred to Customs 008 to take command, and had the speedboat bring Little Salted Fish and Zhang Junyan onto Police 001.

Director Zhang wasn’t surprised by the change of ships.

After all, the leaders boarding Police 001 were to be saluted and greeted one by one; asking him to salute and greet each one was practically asking for his old life. It was better to switch to another ship; out of sight meant he wouldn’t have to act subordinate to someone he’d never met.

As for him returning to Police 001, it must be to explain the advanced electronic equipment on board, and Police 001’s capability to enforce the law, firefight and rescue, and even tow.

Zhang Junyan, however, was completely confused about why Xu Sanye asked him to get on Police 001.

Many transport ships on the river surface were illegally fishing for eel fry, these ships are under the jurisdiction of Port Supervision. Han Xiangning had gone to Police 002 to issue fines early on. Police 001 had only officers Zhang Lan and Lv Xiangping.

Upon hearing that the municipal leaders were boarding, Zhang Lan was excited and immediately asked Han Yu: "Do you know which municipal leader it is?"

"How would I know?"

"I heard it’s Mayor Cao, and it seems Vice Secretary Huang also came." Zhang Junyan was both tired and sleepy, leaning against the fire monitor, barely able to speak without sounding breathless.

Han Yu only knew that the Secretary’s surname was Li, who once inspected the school and inscribed the motto "Rooted in the Yangtze River, march towards the ocean".

He had never heard the Mayor’s surname.

Nor did he know what Vice Secretary Huang was in charge of.

Had it not been for the three years of junior college in Binjiang, and if his sister and brother-in-law were not working in Binjiang, he, as a Linghai person, would not have come to Binjiang at all, let alone care about who the leaders of Binjiang City were.

Perhaps influenced by his surroundings, Han Yu similarly had no desire to salute and greet a bunch of leaders he had never met; so he simply climbed into the second-floor cockpit and replaced Captain Wang to steer the ship.

Captain Wang, feeling drowsy, handed over the helm to him and went to the engine room to sleep with the rumbling noise around him.

Han Yu, holding the steering wheel, brought Police 001 to the dock; the dock workers who had been waiting hurried to help with the mooring lines.

This was a police law enforcement rescue boat. Director Zhong was the nominal host, inviting Mayor Cao, City Committee Vice Secretary Huang, Port Authority Secretary Miao, and leaders like Director Feng and Director Chen from relevant departments onboard.

Zhang Junyan and Zhang Lan stood at the side of the ship, standing at attention to salute and welcome the leaders on board.

Scholar Yu asked in a low voice: "Director Zhang, who’s steering the ship?"

"Salted Fish."

"Where’s Captain Wang?"

"Captain Wang couldn’t hold up, he’s resting in the engine room."

Scholar Yu clarified the situation and walked to the bow to stand at attention and salute: "Report to Mayor Cao, all preparations are ready, may I ask which area of the water you wish to inspect first?"

Mayor Cao took binoculars from Director Feng, and coldly said, "Head east, let’s see the ship lock and a few docks."

Scholar Yu immediately lifted the walkie-talkie: "Salted Fish, Salted Fish, the municipal leaders want to inspect Binjiang Ship Lock and the waters of Binjiang Port, set sail immediately, pay attention to navigation safety."

"Yes!"

Han Yu put down the walkie-talkie, instinctively sounded the ship’s horn.

Mayor Cao was used to riding on passenger liners to attend meetings in the province, always entering the second-class cabin, which was nicer, and never noticed that the liners would sound their horns every time they set sail; he was startled by Han Yu sounding the horn.

Director Feng knew the municipal leaders were embarrassed, and quickly said, "Mayor Cao, it’s windy outside, how about we go to the command cabin?"

Mayor Cao turned back to look, noticed the command cabin was very small and low, and nonchalantly said, "Let’s stay here, this spot has a better view."

Half of the eel fishing boats in the Tiansheng Port waters had been cleared out, the rest intending to flee.

However, the "Fishing Boat Formation" blocked their escape route. Two speedboats, with their police lights flashing and sirens blaring, ordered them to anchor and wait for inspection, warning them not to breach the "blockade line" or they would be severely punished for obstructing official duties.

The police had already arrested seven or eight people, assisting the Fishery Administration and Port Supervision in detaining five ships.

The people caught off guard dared not challenge the law and obediently anchored in designated waters under the direction of the two speedboats to wait for inspection.

Mayor Cao watched this and was infuriated, his face darkened as he asked: "As long as all relevant units work closely together and make a firm resolution to rectify, it’s not difficult to solve the problem. If we had taken joint action earlier, how could the issue have dragged on till today, causing so many waterway accidents?"

They say seeing is believing, but it seems that what one sees might not always be the truth.

Joint action is easy to speak of but not so easy to put into practice.
