Chapter 126: Chapter 109 Who is San’er

In the blink of an eye, it has been half a month since the dunship was towed to the riverside, and there are changes on the dunship every day.

The honor banners that originally hung in the police station have all been taken down and hung in the command and dispatch room of the dunship, the first-floor duty room, and the command cabin of 001.

The duty rooms of the police and Port Supervision were adorned with various rules and regulations on the walls, and even the hallways now displayed small plaques like "Health Assignment" and "Fire Escape".

The second-floor meeting room isn’t just a meeting room anymore; now it serves as a meeting room, party member activity room, and reading room combined.

Director Yu and Chen Zikun moved two office desks into the dormitory, freeing up the office to serve as a dormitory for Xu Sanye, Li Weiguo, and Zhang Mingdong when they are on shift.

The few double dorm rooms on the first floor have been converted into dormitories with bunk beds instead of the two wooden ones before...

The organizational and personnel changes were even more significant.

Suddenly, there were three additional contracted police officers, all ex-military.

Although they all belong to the recently established First Team, First Squad of the City Bureau’s Water Police Department as intern police, and were led by the newly appointed squad leader Chen Zikun, during the training phase, they were under the command of Linghai Police Station by the riverside.

The station director, very busy with his teaching duties, was still nowhere to be seen.

Old Zhang was on duty at the station; Director Yu was equally elusive.

Han Yu inexplicably became their leader, solely responsible for the new police officers’ training, joint Port Supervision law enforcement, and maintenance of the law enforcement vessels.

Not big as a bean, but commanding this, ordering that.

Han Xiangning couldn’t help but want to laugh at first, but now she has gotten used to it. Having sorted out the fines to be sent back to the department and the materials for approval, she walked into the second-floor command room, picked up the radio handset and shouted: "Salted Fish, Salted Fish, please respond if you receive this."

The mouth of Bailong River is an excellent water area for carrying out public water safety inspections and maritime traffic safety checks.

Han Yu was busy asking the boat owner if they had ever encountered water bandits when he heard his senior’s call, quickly delegated his work to Chen Zikun, and walked to the bow to ask, "Received, what’s up?"

"I’m going to the department to deliver some materials, can you let Ma Jintao come back first?" Han Xiangning held the walkie-talkie, gazing towards the mouth of Bailong River.

Ma Jintao is the only Binjiang native among the three contracted police officers.

He wasn’t recruited by Director Xu to help Director Yu, but was sent by the Binjiang Port Supervision Bureau. Like Shao Lei from the Bai Shen Police Team, he had served four years in the Navy and was discharged two months ago.

He’s a city soldier; he needed job placement, so upon his discharge he was arranged to work at the Port Supervision Bureau.

He learned to drive in the military and had a driving license, as he drove during his service.

Being a driver for the Port Supervision Bureau is more attractive than being in the police, but he preferred police work. Regardless of only being a contracted police officer, after leadership of the Port Supervision Bureau had a heart-to-heart talk with him, he came excitedly.

The leaders of the Port Supervision Bureau considered that the newly established Third Law Enforcement Team had become the main force of law enforcement on the river.

The number of ships inspected this past half-month has exceeded the combined total of the other law enforcement teams and Port Supervision Stations.

Since Bailong Port is far from the downtown area, and it’s inconvenient to submit fines and run approval processes, the Third Team was straightforwardly equipped with a jeep.

Thus, Ma Jintao is now both an officer of the Binjiang City Police Department’s Water Police Branch and a driver for the Third Law Enforcement Team of the Port Supervision Bureau.

Senior sister, earning an impressive sum daily, surely has more than just approvals to run when she heads back to Binjiang; safety en route is of great importance.

Han Yu glanced at the watch the Port Supervision Bureau had "issued" for joint law enforcement and saw it was almost eleven o’clock. He said, "We will finish inspecting this ship and then assemble the team. I’ll have Brother Liu and Brother Ma escort you back to the department."

"Okay, I’ll wait for you to return."

"It’s not that urgent, is it? By the time you get there, everyone at your department will have left work; why not go after lunch?"

"Our department leaders will attend the ribbon-cutting ceremony tomorrow, and Director Yu and Sister Zhu have asked me to confirm the agenda with the office as soon as possible," said Han Xiangning with a smile, adding, "Do you want to go back and see your sister? If you want, you can come with us."

"I’m tied up here, and besides, my sister and brother-in-law have to work today."

"Look at you all capable, how many tickets did you issue today, how much did you fine?"

When it comes to fines, the maximum is five yuan at a time, is that comparable to you guys from Port Supervision?

Han Yu felt quite frustrated by the question and muttered, "Director Xu says fining is nothing to boast about."

"What counts then?" Han Xiangning pressed him.

"Maintaining public order on the water is what counts."

"So, did you maintain public order today?"

"Today, we confiscated two guns." Han Yu glanced subconsciously at 001, filled with a sense of achievement.

Han Xiangning startled, eagerly asked, "Everyone is okay, right?"

"Yeah, the ones with illegal guns weren’t bad guys, weren’t even individuals, they were very cooperative."

"What do you mean, not individuals?"

"The guns were confiscated from a fleet of a shipping company. They went to Xuzhou for coal last time and encountered a gang of water bandits on the Grand Canal and were extorted for over twenty thousand yuan. The company’s management was furious and dug out some rifles they used during civilian soldier training, planning to fight the bandits if they ran into them again."

"What kind of guns?"

"I’ve never seen them before, but Brother Ma has, and he said they’re Type 53 carbines."

"Are there bullets?"

"Yes, all confiscated, forty-eight rounds in total."

Han Xiangning couldn’t believe how chaotic the canal was and asked in a low voice, "Salted Fish, you confiscated their guns and bullets that they kept for self-defense, what will they do if they encounter water bandits?"

Without hesitation, Han Yu replied, "They don’t have a gun permit, so holding the guns is illegal, and we must confiscate them according to regulations. As for the safety of maritime transport, we can ensure there are no issues within Linghai or Binjiang waters."

The police have their own rules.

Han Xiangning didn’t want to ask any further and simply changed the subject: "Almost forgot, Sister Zhang Lan called saying she wants to borrow your light motorcycle for a few days. The Fourth Squad will have their inauguration with us tomorrow. Your senior brothers are moving, and she’s planning to ride in the moving truck this afternoon to take the motorcycle."

Tomorrow is not only the ribbon-cutting and inauguration but also the ceremony where Boss Wu and his partner will donate law enforcement vessels. The City Bureau is even going to commend the Yanjiang Police Station, Bailong Port Police Station, and the Bai Shen Police Team.

The instructor said that not only will our station receive a third-level group merit, but even I, as an intern police officer, will get a personal third-level merit.

Third-level merits aren’t worth much in other units.

I heard that recently the counties had commemorated outstanding individuals from various bureaus, commissions, offices, and towns, awarding third-level merits to over eighty officials, teachers, and medical personnel all at once.

But in the police system, getting a third-level merit is very difficult.

Han Yu was genuinely a little excited and chuckled: "She’s getting married to Brother Xu in a few days. She must be very busy. If she wants to borrow it, let her take the motorcycle."

Trying to hold back laughter, Han Xiangning asked, "I heard you’re going to help them warm the bed?"

"How did you know that!"

"Xiao Yu told me, Xiao Yu said you’re about to receive two red packets in a few days, hahaha."

"Why does he tell you everything? I have to go to work."

...

He’s already seventeen, yet he’s going to warm the bed like a seven or eight-year-old kid; Han Xiangning was about to burst into laughter.

At that moment, a concrete outboard boat thudded slowly towards the barge.

The middle-aged woman at the bow actually mistook the police barge for a dock and was ready to secure it with a rope.

The driver, sheltered under the canvas at the stern, looked towards the barge while holding the steering lever.

After over half a month of inspection, many passing boats knew that Port Supervision was working here; most of them couldn’t avoid it fast enough, so coming voluntarily like this one was a first.

Han Xiangning was curious and grabbed the walkie-talkie, quickly running to the first floor and asked as she looked up, "Is there something I can help you with? Are you here to report an accident?"

Reporting water traffic accidents is the duty of every crew member.

If they knew of a sunken ship and did not report to Port Supervision immediately, they would be fined, according to regulations.

The middle-aged woman secured the rope to the bollard, smiling and saying, "We’re not here to report an accident; we’re here to find someone."

"Who are you looking for?"

"Comrade, is this the Yanjiang Police Station?"

"Yes."

"Do you have someone here named Han Yu?"

"Yes, what’s your relationship with him?"

"I’m his mother, the one steering the boat is his father."

Han Xiangning was stunned for a moment and quickly said, "Hello Auntie, where are you coming back from? Salted Fish was saying at dinner last night, calculating the days, that you should be coming back for the New Year."

The boat was already moored.

Han Zhengxian turned off the diesel engine and walked along the side of the boat saying, "We’re coming back from East Sea. We called your station before coming back, and were told that Sanye was on a dunship by the river, so we came straight here."

"Who is Sanye?"

"That’s Han Yu. Of my three kids, Han Yu is the youngest; we got used to calling him Sanye."

"I only knew he was called Salted Fish. I didn’t know he had a nickname like Sanye. Uncle Han, it’s cold outside, why don’t you and Auntie go to the office to rest for a bit? I’ll go and call Sanye for you. He’s at the Bailong River mouth inspecting; he should be back soon."

Han Zhengxian instinctively raised his head, looking towards the western river and asked, "Conducting an inspection on the water?"

Han Xiangning smiled and said, "Yeah, he went there with Captain Wang on a tugboat."

"Then we better move our boat; otherwise, they’ll have trouble docking when they come back."

"Uncle Han, where are you planning to move the boat to?"

"First, we’ll pass the lock. After all, we have to drive the boat back."

"Then you can moor your boat at the small dock behind their station and go directly to their station to wait."

"Their station... Comrade, aren’t you from their station?"

"Uncle Han, I’m also surnamed Han, my name is Han Xiangning, I work at the Port Supervision Bureau. Our Third Team is co-officing with Sanye and the others, performing joint law enforcement."

Port Supervision!

Isn’t Port Supervision the former Navigation Administration?

Han Zhengxian was startled and quickly replied, "Alright, alright, I’ll pass the lock first and wait at their station."

Making money is too hard, and the bank loan hasn’t been paid off yet.

Luo Yanfeng didn’t want to get fined, she was even more afraid of Port Supervision than her husband and hurriedly untied the just-secured rope, stammering, "Thank you so much, sorry to trouble you, we’ll head off now."
