Chapter 113: Chapter 100: Brought the Safe!
The Port Supervision Bureau made the right choice to bring over the goods now for loading onto the ship; if they wait for the dunship to be towed to the riverbank, it will be difficult to load things onto the ship.
At that point, a long floating bridge would have to be crossed; small items are easier to carry, but large items like safes and air conditioners are tough to move, and it’s even more troublesome to move them via ships from the river.
Safes are very heavy, and the outdoor units of large air conditioners are not light either.
Han Yu quickly locked the guns and magazine bags into the armory below the deck and went ashore to ask Boss Wu to arrange for workers to help with the moving.
Boss Wu is definitely capable of achieving great things; he now has new, bigger targets.
He felt the shipyard located on the Bailong River had limited room for growth, so he decided to move to the riverside and even planned to build a dry dock.
The business name was also changed from "Bailong Port Primary School Shipbuilding Factory" to "Linghai County Bailong Port Shipbuilding Factory", set-up as a partnership firm and no longer affiliated with the Bailong Port Primary School.
After moving to the riverside, he planned to build large ships and carry on ship repair services.
This would require relevant qualifications which the Linghai County Transportation Bureau could not approve.
What types of ships can be built and the inspections after construction, all must go through the Binjiang Yangtze River Port and Navigation Supervision Bureau. Even using the Yangtze River coastline for the shipyard must be approved by the Binjiang Yangtze River Port and Navigation Supervision Bureau.
These days he’s busy running around handling various procedures, desperately seeking favors, so how could he miss out on the chance to work for the Port Supervision Bureau.
With his command, except for a few who went to Bailong Port for amusement, all workers in the factory came, and they loaded the two trucks’ goods onto the dunship in just over ten minutes.
Their efficiency was astonishing, making Han Xiangning rather embarrassed.
Han Yu knew they wanted favors, pretended to know nothing, drove to Bailong Port to ask the Director how to install the large cabinet-style air conditioners, and hurried back.
"Master Lv, our supervisor asked if it’s possible to move the small air conditioner from the control room to the conference room."
"It’s not hard to move, the key issue is that you have welded the frame."
"I’ll go find oxygen acetylene to cut the frame down."
"Is it easy to drill and fix it in the conference room?"
"The steel plate is very thick, it’s rather troublesome to just drill, can we weld directly?"
"Yes, but can you find a welding machine?"
"No need to look, we have one on the ship."
...
Han Yu transformed into a combination of fitter, welder, and electrician, wiring, cutting, and welding, completely immersed in his work.
After fixing several air conditioner outdoor units and the window unit frame moved to the conference room, he went to get an angle grinder for smoothing, then brought paintbrushes and several cans of paint from below the deck, and transformed again into a painter.
Han Xiangning casually cleaned the newly arranged Port Supervision office and came up asking, "Salted Fish, how do you know how to do everything?"
"I grew up on a ship," Han Yu thought for a moment and then said with an embarrassed face, "Children from poor families take on responsibilities early, unlike you officials’ children who don’t have to do anything."
"I had to do chores too when I was young."
Han Xiangning muttered, changing the topic, "Those two signs I brought should be placed inside the office for now; later, you go weld a couple of hooks to hang them."
"Alright."
Han Yu, worried she would get paint on herself, moved to the side and curiously asked, "Sister Xiang Ning, how many people are your bureau actually planning to send here? I see the sign says Binjiang Changjiang Port Navigation Supervision Bureau’s Third Port Patrol Law Enforcement Team; there should be quite a few people in this big team."
Han Xiangning couldn’t help but laugh, "The Third Team has just been established, including me there are only three people."
"You’re coming too? Aren’t you in the examination department? What are you doing here?"
"You think I wanted to come? It was all your fault."
"How is this my fault!"
"The bureau leaders found out I was your classmate and thought I was familiar with your unit, so they temporarily transferred me to the team formed yesterday afternoon. They said to work for three months first, until everything is on track, then I can return to the examination department."
Han Yu was quite happy Sister Xiang Ning could come, smiling and asking, "But there’s only one dormitory room upstairs, where will you stay?"
Han Xiangning, though verbally disinclined, was actually keen on the experience.
After all, the Third Team was just a shell, led by an old comrade who had sat on the sidelines for many years, along with one staff member. The leaders dispatching her here meant to some extent a trust in her, even a significant assignment!
She looked back and whispered with a giggle, "I brought three beds; help me find a room downstairs later."
The few rooms downstairs all had their uses; the hallways on both sides were offices and duty rooms for two different departments, plus a reception room, interrogation room, detention room, and three dormitories of the station.
Where could she find a room for her? It couldn’t be acceptable to have her stay in the crew cabin below the deck.
Han Yu thought for a moment and said, "Sister Xiang Ning, you can stay in my dormitory."
"If I stay in your dormitory, where will you stay?"
"I’ll stay in 001, there’s a crew cabin on 001."
"It wouldn’t be nice to let you stay on the ship."
"A dunship is still a ship, it’s just the dormitories in the dunship are bigger, 001’s crew cabin is smaller."
Worried Sister Xiang Ning might feel uneasy, Han Yu again smiled saying, "Besides, you’re staying here only for three months, once you go back to the bureau I’ll move back here."
Though this dunship seemed quite large, actually, it didn’t have many rooms.
Realizing there wasn’t a better option, Han Xiangning smiled willingly, "Thank you, I won’t be too formal with you."
"There’s nothing to thank for, you are my sister after all."
"This is true, hahaha."
"Sister Xiang Ning, when will your team’s colleagues come over?"
"They need to hand over their previous work, and it’s inconvenient to go home after arriving. They also need to make arrangements at home, so I guess they will only be able to come over the week after next."
"How about you?"
"There’s no need to organize a crew exam at the end of the year, our department is not busy, there’s nothing to hand over. The bureau leaders let me come over first to set things up, and I plan to move here after the New Year’s Day."
Little junior brother has been running up and down busy for half a day, his forehead all sweaty.
Han Xiangning took his towel to wipe his sweat, while helping him she continued: "Later, let’s measure the size of your dormitory’s windows. I’ll go back and buy fabric to make curtains. Once they are made, you help me find a wire to hang them up."
Han Yu didn’t expect her to help him wipe his sweat like a real sister, and quickly responded, "Okay."
While they were chatting, Old Qian rode his bicycle hurriedly over and stood at the pier asking, "Salted Fish, how many people are eating lunch on your side?"
"Three."
"I’ll go back and cook now, lunch will be ready at exactly 11:30, you guys come back early."
"What about Director Xu and his team?"
"Director Xu and his team will eat at Bailong Port, it’s just a few of us at noon."
...
It must be admitted, the food at Yanjiang Police Station is quite good.
Han Xiangning looked back at Old Qian’s departing figure and asked, "Salted Fish, do you get a holiday for New Year’s Day?"
"Yes."
"How do you plan to spend New Year’s Day, will you go back to Binjiang?"
"I won’t go back to Binjiang. I am going to East Sea for New Year’s Day; I’ve already bought the tickets."
"What are you going to East Sea for?"
"To buy books, Xiao Yu and I are going together. We’ll take a boat there in the morning and come back by boat in the evening."
Han Xiangning asked further, "What books?"
Long-distance calls are too expensive, calling from East Sea costs two yuan per minute, and calling from Bailong Port costs three yuan per minute, so one has to ask friends for help.
The onboard police Brother Shao helped Lin Xiaohui make a call two days ago after he returned to East Sea. Lin Xiaohui was very happy to know that he was going to see her, and she’d meet him at Sixteen Piers Pier.
Thinking about meeting soon at the Bund and maybe even strolling along Nanjing Road together, Han Yu grinned, "I’m buying self-study exam prep books."
Han Xiangning, puzzled, asked subconsciously, "Are you also registered for the self-study exam?"
"It’s a requirement from our bureau, all officers under the age of 35 need to upgrade their education, even if they don’t take the self-study exam, they have to do correspondence learning."
"I am also self-studying, I’m studying Administrative Management, what about you?"
"I registered for Marine Engineering Technology."
"That’s a good fit for you guys."
"If you’re in the Port and Navigation System, studying Marine Engineering Technology is pretty standard. But in our bureau, only Director Xu supports me learning it."
"Why don’t others support it, isn’t it good to have a skill?"
"Mainly because we are police, they feel studying marine engineering technology is a bit irrelevant." Han Yu said, somewhat embarrassed, and turned the question around: "Sister Xiang Ning, you guys don’t carry guns, why bring such a heavy safe?"
Han Xiangning laughed, "To keep money."
Han Yu, puzzled, asked: "How much money are you planning to bring that you need a safe?"
Han Xiangning raised her head to look at the ships waiting to pass through the locks: "We’re not bringing money over, just the fine receipts."
Han Yu suddenly realized, and asked with an incredulous laugh: "Sister Xiang Ning, are you here to impose fines!"
"Fines are just a means, our real purpose is to maintain water traffic safety. But without fines, just criticism isn’t enough, those ship owners and crew wouldn’t listen."
"Do you have any tasks?"
"The bureau leaders haven’t assigned any tasks, nor can they assign a fine quota, but our team commander has targets."
"What targets?"
"Before, this area wasn’t much managed, look at those ships, some without a ship name or number, some without a load line, some without mast lights, and many ships probably don’t even have ownership proof or inspection certificates, not to mention the licenses of the pilots and crew might not be complete."
"Do you plan to conduct a strict inspection?"
"How else can we ensure safety on the water?"
Han Xiangning pointed towards Bailong Port and added: "After we get here, not only do we need to manage the cargo ships on the river, but also supervise the operation of Bailong Port Passenger Pier and docked passenger ferries and ferries. The bureau leaders want us to manage everything that should be managed."
For enterprises and individuals engaged in water transportation, having her team stationed here is like inviting a wolf into the sheepfold by Director Xu.
Han Yu could even imagine that just with the full support of Yanjiang Police Station, their three-person team could issue fines worth no less than 100,000 yuan a month.
However, on the other hand, the truth is there are indeed many safety risks with current transport vessels, and if not strictly managed and heavily fined, water traffic accidents would only increase.
And once a major water traffic accident occurs, who knows how many families would be shattered.
Thinking of his own family’s boats, which were all properly equipped, Han Yu chuckled, "Sister Xiang Ning, we will fully assist you in law enforcement, you should prepare more fine receipts, I reckon your safe will soon be filled with money."
Han Xiangning glanced back with a chuckle, "Do you know how expensive a water depth detector is? You must assist us fully in law enforcement, we have to make our costs back after all."
