The Emperor had decided to agree on implementing policies to promote weapon development. Now, everyone was discussing the details of these policies.
"Do you have any opinions on the policies we are about to enact?" the Emperor asked.

Both the Emperor and the high officials focused on thinking. The Eastern Continent was different from the Southern Continent. The high officials pondered but remained silent, as they prioritized letting Jun Wu Xiao speak first. Anyway, he had more combat experience than the ministers during peacetime.

"I think there should be some fighting time allowed, but not continuous combat. Like me, I focus mainly on cultivating rather than constantly fighting. If we don’t set rules, they won’t have time to cultivate." he said.
Everyone nodded in agreement, understanding that continuous combat could indeed enhance experience but would leave no time for cultivation or economic development, nor for mining resources. After all, part of the reason they went there to fight was to seize resources.
High-intensity combat could be considered a form of cultivation, but it posed two problems. First, if injured, they would need to rest and heal rather than cultivate. The high officials and the Emperor nodded, as they had intended this from the start. In a training environment where combat experience was to be honed, using unavoidable weapons wouldn’t provide real experience. If they died and could come back to life, they’d only gain experience in dying rather than fighting.
