Becoming a Russian Oligarch After Rebirth

Chapter 756: Chapter 756 Special Fund_1

Actually, there’s a solution, a simple yet effective one.

It’s just about taking the bull by the horns!

Let dad or mom be the "bad cop," flatly refusing all requests for loans from folks back home.

Don’t lend a dime!

After a few instances of this, there should be no more requests for money.

But, if they did this, Dad would probably never be able to go back home again because his reputation would be entirely ruined.

They would have offended everyone...

If it was up to Wang Ye, offending some people wouldn’t matter since he has no attachments to his hometown. He didn’t grow up there and barely knows anyone.

But his Dad is different. He was born and raised there. When he graduated from high school, he even served as the head of the production team for two or three years before taking the college entrance examination and attending university.

Back then, it was a big deal that stirred the whole village!

When Wang Ye’s dad was leaving for university, almost half of the villagers were astir. This family donated two eggs, that family gave a handful of boiled peanuts, and another stuffed in some steamed buns, contributing to half a bag of dry food for Wang Ye’s dad.

Those were times of real poverty, particularly for someone like Wang Ye’s dad who came from a rural area.

Even though there were subsidies from the school, there was still a need to bring lots of dry food. Otherwise, hunger was inevitable.

It is safe to say that during those university years, many villagers genuinely helped out, albeit not much...

That’s why Wang Ye’s Dad is always grateful. When he became successful, he helped many villagers in return.

Under these circumstances, having him offend all the people back home over money isn’t realistic. Wang Ye’s dad wouldn’t agree to that.

...

After much thought, Wang Ye had an inspiration and came up with an idea.

As he refined this plan in his mind, he began to explain it to his dad:

"How about we do this.

We set up a fund in the village. I’ll front the money... let’s say...

Ten million, RMB."

At this, his dad gasped, "How much?! Ten million? That’s far too much!"

Ten million yen, in his Dad’s eyes, was a colossal sum.

You have to understand, the Flour Improver Factory he currently runs didn’t cost that much when he took over.

Now, Wang Ye wants to donate ten million directly to the villagers. That is outrageous!

Wang Ye explained calmly: "Dad, don’t worry, listen to me.

The fact is, our hometown is in poverty, right?"

Dad grumbled in agreement. It’s true; their hometown village was really poor.

Wang Ye’s hometown, a county town, could be regarded as one of the poorer places, with no mountains or sea, not even a sizable river nearby.

There was no industrial base, no decent enterprises. Perhaps the only notable enterprise was Wang Ye’s dad’s Flour Improver factory.

The entire county population of over a million relied on farming for their livelihood.

Moreover, those were years of agriculture witnessing a downturn, causing a middle-income gap, which everybody understood...

For ordinary people whose life depends on farming, life was tough.

The whole county was poor, let alone their village, which was considered one of the poorest in the county...

Descriptively, about one-third of the houses in the village were still those with straw rooftops and mud walls.

When it rains heavily, the inside of the houses could become thoroughly wet.

Wang Ye continued: "Dad, you also came from the village, and now our family is relatively well-off. The country is promoting the idea of ’the rich helping the poor,’ and you surely wish to see our hometown village become prosperous, right?"

This was not even a question. Dad, of course, wished it could happen, but he was helpless, lacking the ability to make everyone in his hometown rich...

Wang Ye added: "Giving a man fish is not as good as teaching a man to fish. You lend several tens of thousands to this household, or that, but we all know the money is most likely not getting paid back. They borrowed the money not with the purest of intentions in the first place; they probably never intended to repay. If money is borrowed by virtue of capability, why should it be returned, right?"

Dad grumbled again. He understood all these, which was why he’s reluctant to play the "sucker."

However, listening to Wang Ye’s thought, he was still going to help the folks back home, and not just a little, even up to ten million!

If they’re giving money anyway, why wouldn’t the villagers change their habit of "asking for favors" and instead start to use the borrowed money on the right path? It’s something Wang Ye’s dad hadn’t figured out yet.

"We donate this ten million, firstly, to avoid any further harassment of you and mom from our folks back home. Secondly, we hope this money will get to the villagers and help everyone get richer." Wang Ye explained succinctly.

Dad, a bit confused, asked: "But how should we do this? We don’t have that much time and energy to monitor what they do after getting the money. Now, if you are giving so much money at once, and if they divide and squander it, even a sum of ten million won’t hold out against many people’s wastefulness."

Wang Ye calmly explained: "Of course, the ten million is not to be directly distributed. Instead, it’s to set up a fund, let’s call it... ’Lao Wang’s Village Cooperative Agricultural Assistance Fund!’"

The name rendered Wang Ye’s dad speechless. How to describe it? It sounded very "official" and also very rustic...

As for "Lao Wang’s Village," it’s the name of the small village where Wang Ye’s dad was born.

Not caring about what his dad was thinking, Wang Ye continued:

"This sum of money will be injected into the Agricultural Assistance Fund, not managed by me or you, but by the villagers.

The overall idea is to let it be managed by the village committee and the elder members of the village.

In the future, if anyone in the village needs money, they can apply to this fund.

If it’s justified and necessary, then the fund’s committee will be responsible for reviewing and approving it.

More importantly, the money borrowed has to be repaid!

As long as it is utilized properly, this fund will fulfill its purpose."

Wang Ye’s dad understood, but he still had doubts because Wang Ye’s plan didn’t solve the issue fundamentally.

He queried: "There are two problems here.

First, what if everybody scrambles to borrow money, who can accurately say who really needs it?

Second, what if some people don’t repay the borrowed money? According to their understanding, this so-called Agricultural Assistance Fund is practically public money.

They are reluctant to repay individuals, let alone public debts. Don’t even think about it!"

Since Wang Ye brought up this plan, naturally, he had solutions in mind.

Especially addressing the two issues raised by his dad, he’d already thought of cope-up strategies.

Even if his dad didn’t ask, he still had to highlight them.

But in order to keep the fund running successfully, they had to resolve these two issues first. Otherwise, no matter how much money there was, it wouldn’t last if only borrowed and not repaid.
