Four, to provide the President of the Federation with recommendations on the following: measures to prevent and eliminate emergency situations as well as overcome their consequences; to employ special economic measures to ensure national security; to implement, extend, and revoke a state of emergency, to implement or repeal military conditions; to reorganize existing national security agencies, to establish new national agencies in this field; to approve and revise the national security strategy of the Russian Federation and other concepts and doctrines in the field of national security and defense.

Five, to formulate the basic guidelines of the country’s foreign policy and military policy.
