Chapter 1456: Chapter 1128: Too High Specifications

"By the way, do you have any plans after you retire?" Wang Ye asked casually.

Father-in-law sighed deeply and responded with a bitter smile, "As you said, once I’m retired, what else can I do but take care of myself as I age? It’s just that after being busy most of my life, suddenly having idle time, I don’t know if I can adapt."

It was evident that he was somewhat reluctant; after all, he was born in ’52, only fifty-seven this year, not even sixty yet, and still in the prime of life. Suddenly stepping down, it’s natural to feel a bit uncomfortable.

Wang Ye nodded and thought for a moment before saying, "How about this, I’ll discuss it with Grezlov and Rilinov, and propose a new bill in the Duma that stipulates, starting immediately, if the President does not run for re-election, then after retirement, one can automatically obtain senator status for life and work in the Federal Committee."

Father-in-law was stunned for a moment, clearly not expecting Wang Ye to make such a suggestion.

In Russia, there is a bicameral system, divided into Upper and Lower Houses, the Upper House being the Federal Committee or Senate, and the Lower House is the Duma Council!

Nominally, the Upper House is considered more "noble" than the Lower House, but in reality, its power is not as great as the Duma’s...

Just look at the scope of power of the so-called Upper House Federal Committee to understand.

The Constitution stipulates, the Federal Committee has the following powers:

1. To confirm the boundaries between various entities of the Russian Federation;

2. To approve military and emergency decrees issued by the President of the Russian Federation;

3. To decide on the deployment of military forces outside of Russia;

4. To regulate presidential election matters;

5. To impeach the President (requiring coordination and progression of the procedure with the Duma);

6. To appoint judges of the Constitutional Court, Supreme Court, and the Attorney General of the Russian Federation (nominated by the Kremlin, reviewed, and approved by the Upper House).

While these powers appear to be very upscale, the problem is, these powers might not be used even once in many years.

After all, practically speaking, the sixth power isn’t of much concern to the Upper House; essentially, who is appointed or dismissed is decided by the Kremlin alone, and the Upper House merely goes through the motions with a vote...

However, it must be said that the status of those "old masters" senators of the Upper House is indeed very dignified, albeit of little practical use.

What excites father-in-law isn’t the power of the senators, but because there is one aspect that is very special!

According to the Constitution, members of the Federal Committee have their personal rights inviolable during their terms of office (see Article 98 of the Constitution of the Russian Federation), they cannot be detained, arrested, searched, or privately interrogated!

Combining this with the "for life" aspect that Wang Ye just mentioned...

Essentially, it means that after stepping down from the Kremlin, father-in-law would automatically receive lifelong immunity!

As long as he doesn’t engage in egregious acts in the future, essentially no one would be able to trouble him.

Moreover, in the Federal Committee, he could still occasionally offer suggestions to the Kremlin, the Government, or even the Duma, and critique them - absolutely suitable for someone like father-in-law who steps down from a high position and isn’t suited for a retired life!

Although he was greatly tempted, father-in-law still modestly said, "This proposal is okay, but when the time comes, I may not necessarily work in the Federal Committee; I might end up doing philanthropy like your uncle Khodorkovsky did, haha."

Wang Ye, with a smile, said:

"Anyway, it’s just adding a lifelong senator status, it won’t affect your daily life, so let’s settle on that. Tomorrow, I’ll go and discuss it with the Duma.

This would also pave the way for my future, as I too will retire someday."

Father-in-law naturally wouldn’t refuse and nodded in agreement, but he felt much relieved.

After all, Wang Ye was quite a personable young man, not getting carried away with his success but ensuring that leaders from various factions were well placed!

Speaking of Khodorkovsky, father-in-law commented, "Looking at it now, your uncle was the smartest of them all, realizing early on and stepping down timely to do what he loves. It’s much better than competing in the General Election and battling numerous candidates to the death!"

Wang Ye smiled and subtly replied, "Yes, uncle suddenly found a more suitable career for himself, doing philanthropy which gives him a greater sense of achievement. Initially, he wanted to join the political arena to accomplish more, but thankfully, under your leadership, the country has developed quite well over the years, so he changed his mind."

He was just subtly praising father-in-law; Khodorkovsky didn’t really think father-in-law’s two terms were that great!

The reason he retired promptly was just that he felt his "nephew" Wang Ye was rising too swiftly and was far more suited to politics than himself, thus making way for Wang Ye.

But these were naturally not things Wang Ye could say in front of father-in-law...

"By the way, what do you plan to do about Gavriil, I talked to him today, and it seems he isn’t thinking of retiring so soon," father-in-law suddenly remembered and asked.

Wang Ye responded without hesitation, "Let him continue in his current role, after all, he has been doing it for so many years and knows everything about the Kremlin like the back of his hand; he’s the most suitable to assist me."
