Becoming a Russian Oligarch After Rebirth
Chapter 1316 - 1058: Power Department Adjustment

Chapter 1316: Chapter 1058: Power Department Adjustment

Wang Ye guessed right; once the car left the airport, Rossiyana sitting beside him first asked with a smile about his trip abroad. Then she swiftly shifted the topic to more serious matters.

"Misha, have you heard? Recently, several major power departments are undergoing significant adjustments involving the Federal Security Agency, Ministry of Internal Affairs, Ministry of Defense, and the Imperial Guard among other key departments. Your old friend Shao Yigu seems to be moving up—the calls for his promotion are really strong."

For such an important matter, of course, Wang Ye knew about it, but because he had been busy with accession negotiations recently, he didn’t pay much attention to it. Now that Rossiyana mentioned it, Wang Ye’s interest was piqued.

It sounded like a significant move—were several major power departments about to undergo changes?

In Russia, there are four major power departments: the Ministry of Defense, Safety Bureau, Ministry of Internal Affairs, and the Imperial Guard.

The Ministry of Defense oversees about two million troops including the Army, Navy, Sky Soldier, Strategic Missile Forces, and Airborne Forces, representing Russia’s main national defense Armed Forces.

The Federal Security Agency is responsible for counterintelligence work and also for combating organized crime on a large scale as well as protecting the nation’s border security. The agency has about 30,000 personnel and is the successor to the Cheka, Ministry of the Interior People’s Committee, and Kergbo from the former Soviet Era.

The Ministry of Internal Affairs is essentially the Police Department, in charge of maintaining social security within the country, combating large-scale organized crime, and fighting terrorists, with about 200,000 personnel. It is equivalent to the Ministry of Public Security domestically.

The Imperial Guard General Administration commands about 300,000 Imperial Guard troops, primarily responsible for counter-terrorism operations within the country, protecting vital national departments and facilities, and ensuring the security of high-ranking national leaders. It is certainly an ironclad confidant of the Kremlin, a trump card.

Among these four major power departments, Wang Ye has two old friends in leading positions.

Korokolli, the head of the Ministry of Internal Affairs, although he doesn’t interact with Wang Ye often, has genuinely helped him several times, such as promoting Wang Ye’s trusted Vladimir to be Director of the Moscow Police Station.

Of course, Wang Ye has also helped him a lot. At the very least, he allocated much more to the Ministry of Internal Affairs in the finance budget every year. Just this alone was a big help to Korokolli!

And then there’s Shao Yigu, the original head of the Safety Bureau who later transferred to the Ministry of Defense to oversee military reforms. In the past two or three years, Wang Ye didn’t see him often, as Shao Yigu was mostly away, living with soldiers in the forces, conducting on-the-ground inspections and reforming each military district one after another.

Every time he returned to Moscow, he would meet with Wang Ye for a chat—of course, the main purpose was to "cry poor" to Wang Ye, the God of Wealth, asking him to allocate a larger budget.

This was understandable, after all, modern military reform is entirely dependent on substantial financial support.

Without money, there wasn’t much he could do.

Within his capabilities, Wang Ye provided him with the greatest support, so the military reform work Shao Yigu was responsible for progressed rather smoothly.

Now that the reforms were almost complete, it was time for his position to be elevated.

Wang Ye was well aware that Shao Yigu was seen as the ideal candidate for Minister of Defense by the Kremlin—a strategic move, shifting him from the Safety Bureau to the Ministry of Defense, was meant to prepare him for the Minister’s role.

Although the Safety Bureau and the Ministry of Defense were nominally at the same level, the difference in actual power between them could not be overstated.

After all, the Ministry of Defense administers several military districts and an army of more than two million!

In any country, the person with real power in the army, regardless of how unremarkable they may seem ordinarily, is someone that no one dares to overlook.

It was unclear what the Kremlin was thinking, appointing Shao Yigu—a man of civilian background with no experience working at the grassroots level of the forces—to take up the important position of Minister of Defense.

However, these were not things for Wang Ye to worry about anymore; since he had a good relationship with Shao Yigu, he was happy to see him succeed.

Wang Ye furrowed his brows slightly—what did Rossiyana mean by suddenly bringing this up to him?

Could it be that she had some designs on military power...

He responded, "Hmm, I know about this, but I haven’t paid much attention, as it has little to do with me."

Rossiyana leaned in, her eyes widening in surprise as she said, "How can it have nothing to do with you? Don’t tell me your faction doesn’t have anyone who wants to take this opportunity for a promotion. I remember you have confidants within the police system."

Now that she mentioned it, Wang Ye thought of Vladimir.

This old chum had been serving as Director of the Moscow Police Station for two or three years now, and he had secured his position. Should he help him out once more, let him climb a bit higher?

Of course, moving up from Director of the Moscow Police Station meant aiming for a high-ranking position in the Ministry of Internal Affairs, ideally a position like a Deputy Minister with real power, or maybe even in one leap—?

Seeing Wang Ye seemed somewhat tempted, Rossiyana’s face revealed a smile as she continued, "I also have people I need to arrange for, so I wanted to discuss this with you. You know Stekhov, right? He’s been my right-hand man. He followed me from the Safety Bureau to work in Moscow State and has performed very well. However, he’s not too interested in administrative affairs; he wants to return to the forces, where he truly belongs. So, taking advantage of the ongoing adjustments in the power departments, I want to see if we can secure him a good position."
