Chapter 115: 110-like Civilization Discourse
The current population in East Africa (including natives) is comparable to that of Britain’s Australian colonies, but to fully develop East Africa, this number is far from adequate.
Unlike Canadian and Australian British colonies, which have the formidable British Empire backing them.
So, although Canada and Australia have small populations, their security is not an issue, especially Australia, surrounded by sea with no external enemies.
However, behind the East African colonies stand only Ernst and the Heixinggen Consortium, unable to withstand much turmoil.
The only way to control East Africa is continuous migration; with a larger population, security naturally becomes more assured.
Like the Ottoman and Far East, when confronting powerful nations, although forced to concede some interests, their considerable population and scale ensure no one can consume them entirely.

If we pursue the Western racial theory, it will surely sow the seeds of disaster, so even for Black natives, Ernst does not deny their intelligence.
When compiling the colonial textbooks, Ernst described the Black natives as capable of being transformed through education, but historically and culturally, such transformation is costly.
Ernst does not claim Blacks are inferior to other races, but notes that Blacks cannot even farm and remain in an extremely primitive stage, and it will take hundreds of years to correct their thinking.

The explanation for different skin colors is based on latitude, generally the higher the latitude, the fairer the skin, so different skin colors are caused by environmental changes.
The reason why Northern Europeans have blond hair and blue eyes is explained as genetic mutation, citing that in other parts of the world, races have black hair and eyes, whereas Northern Europeans have varied hair and eye colors (brown, blonde, red, etc.) showing instability.
An interesting aspect of this fabricated origin of humanity is the separate classification of Brown races, described as dispersing through coastal scavenging and fishing, thus Ernst placed Indians, Indonesians, Oceania natives, etc., in the category of Brown races.
As for Blacks, it doesn’t need mentioning, living at low latitudes with intense sunlight and annually scant clothing so after thousands of years of accumulation, they’ve become what they are today.
If this theory were brought back to Europe, Ernst would undoubtedly become the subject of censure by European leftists, but unfortunately, this is East Africa, where Ernst dictates, and the only person qualified to criticize Ernst is Maximiliano I.
However, Maximiliano I highly approves of Ernst’s textbooks because when he became the emperor of Mexico, his reign included many indigenous people, and as a monarch, although unsure where Ernst found such flawed reasoning, Maximiliano I believes Ernst’s actions are justified.
Ernst categorizes all races into one big family, and incorporates parts of Darwin’s theory, which can reduce conflicts among East African ethnic groups; previously stated those children learning East African textbooks will have their worldview reshaped when they grow up.
Of course, this set of textbooks also magnifies Ernst’s own blemishes, as since he doesn’t admit Black natives are inferior races, his brutality towards them seems purely malicious!
This is indeed true, yet Ernst does not care at all, merely bearing the name of colonizer and aggressor.
Throughout human history, those similar people, as long as they are victors, some will commemorate them, like those Russian emperors, or Emperor Qin and Emperor Han of the Far East; which of them wasn’t such a figure remembered for their contributions to their own people.
And in the future, as long as East Africa continues as a cohesive civilization, future generations will likewise remember Ernst’s accomplishments, even if those achievements are built on the bloodshed and tears of natives.
Thus, fostering a unified national cultural identity for East Africa is the sole card Ernst can play, also forming the theoretical basis for the future Heixinggen royal family’s rule over East Africa.
Like religion, with the concept of conversion, Ernst plans to promote cultural conversion, implementing German culture in East Africa.
In East African education and propaganda, German is no longer a Germain-exclusive concept but for all willing to live according to German ways and accept the cultural education and influence.
This transforms the narrow ethnic German into a civilized German, where in East Africa, German is not an ethnicity, but a civilization.
For the German immigrants in East Africa, as long as East African culture remains predominantly German, it doesn’t matter.
However, for non-traditional German ethnic immigrants, this provides a theoretical basis for integrating into East African life; I am one who accepts and identifies with German culture, theoretically making me German.
To advance this theory, it must be ensured that all ethnic identities are equal, even for natives.
Although Ernst conducted persecutory activity against Black natives, he acknowledges Blacks are equal to other races in aspects like intelligence.
This is knowingly deliberate, whereas Western colonialists morally surpass Ernst in this regard, as they deem Blacks are inferior races, thus finding an excuse for their crimes, essentially arguing they aren’t the same species, just bearing a slight resemblance.
In comparison, Ernst acts deliberately and solely for his interests by driving natives away and forcing them into labor, indirectly participating in trafficking, without even pretending otherwise.
Like criminals, some don’t consider their acts as crimes, while Ernst is one who knowingly commits crimes and continues.
