"Increasing the connection between both sides gradually," Sirius said, picking up a rib. "The Muggle-born issue is a good starting point. With dedicated wands now, there'll definitely be more Muggle-borns able to perform magic in the future—although we haven't fully relaxed yet, the trend is there—conservatively estimating, there are tens of thousands, even more Muggle-borns nationwide, because they have descendants too."
"Amelia plans to wait a couple of years for the situation to stabilize, using this as an excuse to secretly negotiate with the Muggle government to establish a special department to keep ordinary people secret."
"Why keep it a secret from ordinary people?" Harry asked, puzzled.
"Take it step by step," Sirius shrugged. "Actually, initiating cooperation means more government officials on both sides will know about wizards' existence. Start by opening a hole, send people from both sides to jointly manage magical incidents in Muggle communities. Then, after a few years of persistence and building mutual trust, gradually leak it out..."
Harry swallowed hard.
"Don't be fooled by how simple I'm making it sound, but in practice, it's extremely complicated, with all sorts of details to sort out. Like, we're still in a blank space when it comes to relevant laws, both sides need to compromise, it's really a headache just thinking about it."

"You're still in school," Sirius chuckled understandingly, "there's a lot of knowledge you can't learn on campus. I strongly suggest you travel for a year or two after graduation, then enter the Ministry of Magic as an Auror."
Harry lowered his head, silent, seemingly contemplating the feasibility of the plan.
"What if conflict is inevitable?" he blurted out, surprising Sirius, who looked at him in astonishment. Harry explained softly, "I mean, we're all considering the positive aspects now, right? But what if there's an unexpected turn, like the Muggle government not recognizing the status of the Ministry—""They have to recognize it," Sirius said flatly. "Do you think the Ministry of Magic is just maintaining the secrecy of wizards? Who's suppressing the power of Dark Wizards? Who's keeping dark creatures restrained from harming people? The Ministry of Magic can hide away anytime, even withdraw from Britain, then what? This place will become a paradise for Dark Wizards. You don't think Dark Wizards would be stupid enough to engage in a direct confrontation with the Muggle army, do you?"
After a silence for a while, Harry opened his mouth several times, unable to imagine the consequences of such a scenario.
"Let's talk about something happier," Sirius suddenly exclaimed cheerfully. "How's your Animagus training going? I heard over twenty students got Outstanding in their O.W.Ls?"
Harry smiled too.
"Yeah, you have a real talent for teaching. But—uh, we're stuck at the first step, even Hermione can't come up with a foolproof plan."
A hint of a smile flickered across Sirius's face, and he suddenly made a funny face at Harry.
"Be honest," he said with a straight face, "do you think us elders are pretty useless?"
"How could—no way—" Harry quickly denied.
"What made you think Animagus transformation was easy? James and I spent nearly three years achieving that, and it took a bit of luck too. Doing it before graduation would be quite an accomplishment." Sirius said, a bit impatiently. "But you know, if you manage to pull it off, you won't have to worry about Transfiguration grades anymore..."
Harry was dumbfounded.
"But you said Animagus transformation correlates with Transfiguration scores—"
Sirius grinned, winking at him, reminiscent of the mischief Fred and George would get up to. "Well, I wasn't lying. If you really nail it on the first try, you'd have nothing to fret about in Transfiguration class anymore..."
The atmosphere in Slughorn's office was jovial, contrasting sharply with the intense argument that had just concluded in the washroom nearby.
Madam Bones stormed out, frustrated. It was futile; Pinkstone's animosity towards the Ministry ran too deep. No matter what she said, Pinkstone believed she was being deceived, convinced that the only purpose was to pacify her until her natural demise.
Madam Bones took a few deep breaths to calm herself before striding purposefully towards the banquet. Soon after, Carlotta Pinkstone emerged, her face dark with anger.
"You two were really going at it, Carlotta," a voice said, causing Pinkstone to spin around. She hesitated for a moment, then stared deeply into the silver-blue heterochromatic eyes, her mouth falling open in shock.
"G-Green—"
"Shh," he raised a finger to his lips, speaking softly. Pinkstone immediately fell silent, her pale face flushing with excitement, her speech becoming stuttered, "I-I never thought, to meet you here."
"But I've been waiting for you. Ever since I heard your name for the first time, I had a premonition: that English girl who came after me single-handedly half a century ago, would appear before me in an incredible way. You've had it tough, but you've endured it, haven't you?"
"Y-yes, I only regret that my ideals haven't come to fruition." She looked at Grindelwald with hopeful eyes. "What do you plan to do this time you've come out?"
"But—Carlotta—our ideas have some slight differences."
"That's true, but—"
"Can I trust you?"
"Of course! What do you need me to do?"
A moment of silence.
"Wait," Grindelwald whispered. "Just know, our cause is not yet over."
