However, on Earth, due to well-developed transportation and the information abundance, holding a fragment would enable one to locate other fragment holders in a short time.

Entering a Sky City isn’t as simple as gathering three map fragments. You’ll need to assemble all nine fragment owners in the same location to open the gate.
