Chapter 400: Extreme Tyranny

The entire conference room was silent as nobody tried to speak due to the pressure that they were facing while looking at the two figures that were currently at the very top.

They were not that much sure about the reason why they had been asked to come over, but nevertheless, they believed that it might somehow be related to war.

After all, during the previous times, each time that there was a fight that was about to occur, they would organize a meeting between those that had already reached the highest combat power level at that particular stage of the apocalypse, before they decided on what they were going to do.

And right now, it was not that much different. In fact, the majority of them had already received information about the fact that Trista territory had been attacked by zombies. Additionally, the first that had attacked Trista territory was not that small, considering that many gold rank zombies had appeared during that time to attack the territory.

They had already been here for an entire hour, but they had not been told anything. Had it been that they were out of this place, those that had already reached level 5 and above of the gold rank, they would definitely be possessing much arrogance, and would not be willing to be kept in the same place for a very long time without any reason.

But here, none of them tried to complain at all. The military was extremely cruel. As long as a person tried to complain about something that they were doing, that particular person would be eliminated, even if that person was a soldier.

In any case, it was not as if it had never happened before. Due to how life within this territory was quite difficult despite the safety that was being offered, of course there was a group of people that had decided to riot.

But that group of people was killed in public. As for the one who had carried out the execution, it was one of the deputies of the military territory. Those people that had been trying to resist the tyranny of the territory did not have any chance of resisting against the immense power that the deputy possessed.

After some time, one of the two deputies began speaking. "I do believe that all of you have already guessed the reason why you have been called over. So, I will not talk much about it, but I want to know what arrangements you have about it."

The deputy who had spoken was a man who had a bald head. He was currently wearing an armor that was customized in the same way a military uniform was, camouflage.

Apart from that, on the left side of his chest, there was a single blue star on it. That was the significance of the rank that he possessed. Even those that were currently below possessed stars on their own armors, with each and every one of them possessing the golden plated stars. The number of stars that they possessed depended on the power level that they possessed.

The man possessed a clean shaven-chin, and there was an arrogant expression on his face as he looked at the crowd below him with disdain clear in his eyes. It was obvious that he was looking down on this group of people that had yet to reach the diamond rank.

But who could complain about the way that he was looking at them? At the end of it all, when compared to the power level that this person possessed, they definitely did not have a chance of resisting at all. After all, although it was only a single level that existed between a level 9 gold rank mutant warrior and that of the diamond rank, the chasm that existed between them was definitely quite big, almost unsurmountable.

After hearing the question that the deputy had asked, they began looking at each other with confusion clear in their eyes. They did not know about what it was that they were supposed to actually come up with, considering that they had not been instructed to do anything.

When the deputy realized that they had not done anything, with a frown on his face, he snorted and said, "Why are you guys behaving like little kids? It is not as if you have to be told about everything that you are supposed to do."

"You have already received information about the occurrences within the city, so you should have already began making preparations on what you are going to do. Or do you want the territory to be attacked first before you start taking action?"

The group of gold rank mutant warriors really wanted to complain, but they did not try to do anything like that. They understood that the moment that they said anything that went against what the deputy had said, they would definitely be executed on the spot.

They could only continue hiding their own grievances, hoping that at some point in time in the future, they would be stronger than this deputy so that they could take their own revenge on him.

"Since you have decided to be irresponsible despite the ranks that you hold within the territory, you are going to be fined to give 5% of your total wealth. This is going to be utilized in order to improve the living standards of the territory." The deputy continued, completely ignoring the expressions of those people that he was talking to.

Those that were present within this place did not find anything strange about what he had done. After all, it was not as if this was the first time that he was doing something like this.

This is just a method that he was utilizing in order to gain more wealth. In any case, there was nothing that they could do because even if they tried to complain, who were they going to complain to when the other deputy who also possessed the same level as him was just beside him, and had not said anything even after hearing that?

"With that finally out of the way, let us continue to the main point of the meeting today." Completely ignoring what he had said before, the man continued.

"As you all know, the zombies made a move 3 days ago. They attacked Trista territory. The power that the zombies possessed is definitely not to be underestimated. Even as the military, we cannot simply ignore the presence of the zombies within the city."

"According to the intelligence that we have received so far, it seems that within the zombies, there are definitely diamond rank zombies present. Otherwise, it would have been impossible for them to be able to defeat the leader of Trista territory."

"Leaving all of that aside, other than the zombies, the goblins also made a move. They also attacked Trista territory. But just like the zombies, they were also forced to retreat. In fact, according to the information that I have received, all the goblins that came over to attack had actually been cleared out by just a single person."

"And that is what I really want us to discuss today. It seems that there is going to be a battle that is going to erupt soon. That is especially so considering that the balance that existed before has already been broken."

"So, this is what we are going to do. Trista territory possesses some quite strong people, and that is the reason why they had been able to resist those goblins that had gone over. But nevertheless, we are going to take over this territory, and then unite all the human territories present within this city."

"That way, during the time that the battle is going to erupt between the different forces present within the city and its surrounding areas, we are going to have a great advantage by fighting together as humans."

The man immediately concluded what they were going to do. He had said that they were here to discuss, but why was it that it was as if he was giving them an order, instead of listening to their views?

In any case, thinking about the tyranny that this person possessed, they simply understood that there was no way that he was going to listen to their own ideas. After all, why would he a person who held himself at a high position, listen to those that he looked down upon?

"Okay, that is all for today. We are going to start making our moves tomorrow. And by the way, I want to know about those three people that have not come here. They are already in the gold rank, but when all the other people that had already reached the gold rank came over, they did not come. So, I want to get to know what it is that they are doing when I called for a meeting here." The man stated with a frosty expression on his face.

Everybody immediately understood what it was that he was talking about. About 3 days ago, they had heard about three people coming to the territory. Of course, they would have not cared if it was just anybody, but all the three people that had come over were ladies, and all of them had already reached the gold rank.

The gold rank, despite it not being the highest combat power present within the world right now, it was definitely among the best. Although the three of them were only at level 1 to 3, it was still significant strength after all.

"Excuse me, I have a piece of information here that I received recently." Before the deputy could even dismiss those that had been listening to him, one of them stood up and spoke.
