On the reception desk, Gong Panli was waiting for the staff for an update on the recruitment post on the bulletin board since last week, a little hopeful.
The lady behind the monitor punched a bunch of commands on the keyboard, searching for the particular mission Gong Panli was referring to.
After a while, she found it, and the corners of her lips drooped down.
"I’m sorry, Sir Gong. None of the mercenaries applied." The lady delivered the unfortunate news.
"Even when I told you to raise the compensation by another 50%?"
"Yes. No one came forth." The lady nodded solemnly.
Gong Panli’s hope was shattered.
Since suggesting the mandatory tax policy and establishing the benefits for the elderly and orphaned children, some people with abilities have been dissatisfied and have been keeping an eye on him.

"Detention Center?" Gong Panli murmured in a doubtful tone.
"I heard it’s about the gym owner in the outer district and his granddaughter."
Mr. Fang had a granddaughter? He never heard of it.
Wait, could it be...
Gong Panli instantly rushed out and headed towards the Detention Center.

Public Food Market, Outer District
In the entrance to the public food market, where a wooden arch was built, a line of daunting guards checked the people entering and exiting in the separate lanes.
Bags were forbidden, and only the resident card, which serves as an e-wallet, was allowed when entering.
Li Chunhua and Mr. Fang had just finished queuing, and they were immediately greeted by the sight of a busy crowd and a row of stalls selling different kinds of snacks. Some stall owners were even cooking and roasting on the spot.
The aroma coming from it made Li Chunhua sniff the air in a dashing manner.
"I’m only giving you ten minutes to pick what you want. Within ten minutes, you must come back and meet me there." Mr. Fang spoke while pointing to the desks located on the exit lane, where two people were holding a small machine and asking people for their cards. Another two people were assisting them on the side, and they smeared something on the people’s arms.
"Uncle Fang, what are they doing?" Li Chunhua curiously inquired.
"Oh, since the point machines can’t be mass-produced, the management thought of this method. If you take something from the stall owners’ products, they will stamp your arm with their designated seal, and once you’re done shopping, those staff will charge you based on the marks, and they will reimburse the points to the owners after deducting taxes," Mr. Fang explained.
"Aren’t they afraid of tricky people erasing the stamps?" Li Chunhua frowned.
"The stamp is using a special ink that cannot be rubbed or washed off by water or alcohol developed by the Research Institute. Only those staff who possessed the solution were capable of undoing it," Mr. Fang explained.
"Then what if people eat but don’t want to get stamped by threatening the stall owner?"
Mr. Fang snickered. "Anyone who disrupts public order, violates moral laws, and commits crime will be sent to the detention center, and depending on the degree of offense, will be punished even if it’s an ability user. At worst, you’ll be crippled before being sent to an abandoned city."
The abandoned city was full of dangerous undead everywhere, and food and water were scarce.
That is indeed harsh.

The complexion of Mr. Fang’s cheeks turned into cooked shrimp.
Hmph. Bootlicking again! There are so many people here. Is she not embarrassed to say that in such a public place?
Li Chunhua rubbed her butt before walking in a hurried manner towards the first small stall.
"Young Lady, do you want to have a taste of my candied chumpets? Unlike those traditional ones, mine is a lot sweeter and creamier." The Auntie urged her for a free taste.
Li Chunhua nodded and took one square candy, with its glossy skin coated with brown sugar glaze resembling water chestnut cakes. It was smaller than her thumb print. She tossed one piece in her mouth and moaned causing the Aunt to smile.
It was really sweet and creamy, as the auntie said, and when it rolled on the tongue, it was silky and smooth, with a texture similar to tanghulu.
When she bit into it, the contrasting taste of the original umami flavor and the sweetness of the sugar created a nice blend making her sigh.
The product of the first stall is already this good. She was excited for the rest.
