A king could perhaps afford to be less compassionate or less wise. But if the King might be a puppet controlled by a foreign land—or even an enemy nation, that was an outright veto.
And without Annan’s intervention, could the Silver Baron Church alone... help Kafney withstand the onslaught from the other two?
