They operated via the old-era developed subway tunnels to set up transit stations of a neutral nature.
Each subway station was a Shelter for the people of the Outer World, providing refuge and sustenance—of course, this was not for free.
As an organization of the Outer World people, the Metro Brotherhood naturally despised the Four Nations and warlords; they were collectivists, every bullet and every tooth had to be handed over to the Brotherhood, to be allocated by the central committee after calculation.
