A ninth circle spell can be cast by some talented Soul Intent Level mages. In other words, some talented Soul Intent Level necromancers can cast the notorious ninth circle undead spell, The Undead Cataclysm.
But how can The Undead Cataclysm unleashed by a Soul Intent Level mage compare to the ninth circle spell unleashed by a legendary level lich? The ninth circle undead spell they unleash is not merely an attack spell, but a real cataclysm.

Hearing Golden Dragon Lude’s plea for help, many gold and silver dragons showed hesitation on their faces. The other dragons, especially the Gemstone Dragons, appeared indifferent and were unmoved by Golden Dragon Lude’s plea for help.
“The Bavaria Kingdom currently has close to twenty legendary undead and liches. Going into such a dire situation to save some insignificant and humble humans, huh, that’s ridiculously laughable.” A sneer curled up at the corner of a Yellow Jade Dragon’s mouth, its eyes cold and indifferent.

Aside from the Golden Dragons and Silver Dragons, almost all other dragons share a similar attitude towards humans – insignificant creatures no different from mere ants, with the Red Dragons finding amusement in destroying human cities.
“There are too many legendary undead, especially those liches who can block space. Without Ancient Dragons, going to rescue the humans of the Bavaria Kingdom is too dangerous.”
A scholarly Golden Dragon, adjusting the crystal glasses on his nose bridge, shook his head with some regret, “It’s too risky.”
