Fugitives.

Fugitives are a special type of player in the game; they are wanted by the game, and the game does not issue Tickets to them through any channels. In other words, they have no way of obtaining Tickets, whether by clearing instances or purchasing from personal back-end.

Of course, the ways to obtain Tickets are not limited to those provided by the game. They could steal or privately purchase from other players, but the problem is, even if fugitives can enter instances, they won’t receive any instance rewards after completion.

This is akin to other players getting their health restored by the game after clearing an instance, while fugitives have to pay out of pocket and go to the frontlines, in addition to being restricted by their Characteristics and Player Level, making them relatively weaker compared to players with the same Evolution Rate. Moreover, even if they repeatedly enter an instance of the same level and kill dungeon players, they won’t be able to get any good Props—robbery is always the second major source of Props, as stealing is more convenient than buying.

The reason why fugitives become fugitives is mostly because they don’t play by the rules. They’ve given up their right to roam freely in the game, and they’re unlikely to be willing to forever repeat meaningless instances, especially since entering any instance is risky.
