In the cold wind, Yan Fei gazed at the tricycle that they had all ridden several times, and had an idea. He asked them, "You guys need to find out if anyone is selling a tricycle. It’s so inconvenient to find cars for all the back and forth. I reckon this tricycle if fitted with a railing could even transport a few baby calves."
The group thought for a while but had no leads. The problem was that there weren’t many of these things around. Anyone who bought them—like Pang Fa—needed them for their households. So, finding a second-hand one for sale was truly challenging.
Unable to find what he wanted, Yan Fei was upset. "Forget about it if we can’t find one. I was hoping to save some money by getting a used one. We will have to buy a new one now. Speaking of which, do you know anyone selling a used motorcycle?"
Heizi wondered, "Didn’t you say you wouldn’t need a motorcycle before and sold the one you had? Why do you want to buy one now? It’s best to buy a new motorcycle, a used one is no good at all. It would be all battered and could have even been in a fatal accident. That would be disgusting!"

He really didn’t care. He was thinking about buying a tricycle, and he also felt that he might need a motorcycle.

The motorcycle was just a cover story, so buying a new one would feel like a rip-off to him.
Heizi and the others stopped pressing him about it when they heard his explanation. As they were all talking, Li Fang suddenly mentioned Yan Fei’s old motorcycle which lit a bulb in Heizi’s mind, "Brother Fei, you should go to your uncle and see if there are any confiscated criminal tools at the police station that he could sell you cheaply. Or you could catch the thieves yourself. Just like in the past, catch someone stealing with a motorcycle, and have their ’crime tool’ be your reward."
Old Ou and some others also agreed, "Yes, yes, yes. If you catch a cow thief with a tricycle, won’t you get a tricycle then? Why spend money on something you could get for free? Even if you have money, saving a little here and there can go a long way..."
Yan Fei waved them off, "It’s not as simple as you think. When was the last time you heard of a cow getting stolen here? There are no thieves left! Even if I wanted to catch one, there’s none to catch. Besides, even if there were, I would still have to come across them, wouldn’t I!"
The group thought about it and stopped talking.
They went to Liangji Town that day. The town was squeezed alongside Guxi Town which had an oil field, so it had less land and fewer people, and the cattle market wasn’t very bustling. As they were leading their newly bought cattle home, someone brought up, "This damn place isn’t big, and there aren’t many cattle herders, but it seems wealthier than our village! There are rows of new houses..."
"They made money from stealing oil!" Old Ou said dismissively, "They even have private mini oil refineries here. They just load a crappy plank cart and dig a hole in the ground to fill up. In no time, they have enough for a cartload, then they sell it to the mini oil refinery for hundreds of dollars. Rearing cows can’t earn money as fast as this. "You seem to know quite a lot about this place!" Yan Fei said, laughing. "The guy whose motorcycle I got last time was from this place. He was so unlucky. He drove his motorcycle into our territory. When I stopped him to ask what he was up to, he was so arrogant. He pulled out a knife and tried to fight me, and I almost turned him into a lunatic! Now that I think about it, his knife was actually pretty good. I don’t remember where I threw it, I’ll have to find it later. Whoever performs the best this month will get it as a reward."

"Exactly!" Even Old Ou was enticed. "On our way back, any good stuff we find will be our reward. Anyway, they’re thieves at the very least, and at most they’re undermining national stability or something, right? If they were to be charged with that, a mere few days of jail time wouldn’t suffice. The crime of sabotage is grave!"
"It seems that there is such a rule!" Heizi continued to perfect the suggestion. "Brother Fei, you should ask sister-in-law about the legal aspects of this. The pipeline is a state property, and their oil theft damaged it. That’s not a minor crime, is it? With such a catch, being rewarded with the criminals’ tools doesn’t seem bad, does it?"
The group began an enthusiastic discussion. If anyone were to witness this scene, they would crack up with laughter. These men, who were idle just a couple days ago, now fashioned themselves as agents of justice, strategizing for the maintenance of societal order.
Yet, they were deadly serious, already planning to act this very night. They would finish their work early, go to sleep, and set out for this place in the middle of the night.

"What do you mean ’case out the joint’? That’s what thieves do." Chang Liang rebutted. "What do you think Brother Fei is doing here? He’s here for reconnaissance!"
"Does anyone know anyone around here? Let’s investigate in advance to find out their usual oil-stealing route, to save Brother Fei running around aimlessly." Another suggestion was put forth.
"Yes, yes, we shouldn’t rush this. Let’s gather some intel first..."
"Hasn’t Old Gao spent a long time in jail? Let’s ask him as well as see if he knows anything about this area."
"I met someone in prison who might have gotten out by now. When we go back, I’ll catch a ride over here to see if I can find him..."
