Upon hearing Dang Wenzheng’s words, Yan Fei was perplexed: "What does someone blocking the doors of the town government have to do with me?"
Dang Wenzheng explained: "It’s still the issue about the poverty relief fund from a few years ago. I don’t know what they heard this time, but they started making a fuss again!"
Yan Fei, who had just reached his bicycle, stopped in his tracks, "What does this have to do with me? Why are you summoning me?"
"They heard that you’re intending to distribute cows for everyone to raise, and are now surrounding the government’s entrance, demanding that all the cows be sent to their village for rearing." Seeing Yan Fei stopped moving, Dang Wenzheng started to panic. "Hurry up! Why aren’t you leaving?"
"This has nothing to do with me. The cows are mine, and I can let anyone raise them. They can surround whoever’s door, they are not surrounding my door, it’s not my place to handle this. Why are you asking me to go there? To watch the fun?"
"Hey, they flat out refuse to believe that you’re doing this on your own initiative. They are convinced that this must be a poverty relief initiative initiated under your name. If it weren’t for the fact that you first informed Uncle and Minister Pan, and the ones notified were all militia, I too would not believe this to be privately driven! Those villagers are using the issue of the poverty aid distributed a few years ago as an excuse to demand more cows!"
"Is nobody from the village standing up? The village leaders standing ahead are not effective; will my presence change anything?"
"Whether it’s effective or not, go over there first and see the situation, your Uncle asked me to ask you to keep an eye on things. The key point is that a lot of them are there, and right now it’s just a few of us from the police station trying to hold them back, we’re afraid it might blow up into something big!"

Yan Fei felt helpless. Considering it was his Uncle who’s the head of the police station making the request, his only choice was to go.
As he rode out of the school gate along with Dang Wenzheng, turning into the main street from the alley, he saw the bustling crowd ahead. A few more rounds on the pedals and he could see the villagers within through the crowd of spectators on the outer side.
With Yan Fei’s keen hearing, he could already hear the shouts from within: "Why are we in Houfang Village always treated like stepchildren? No explanation has been given concerning the issue of poverty aid in the past, and now, the distribution of the cows hasn’t been announced to us either, we refuse to accept this..."
"Exactly, we refuse..."
Following one person’s shout of refusal, everyone, young and old, started shouting, creating quite the spectacle.
"You stand here and observe the situation first, I need to rush to the entrance quickly. We’re short-handed, and I’m worried they might barge in and cause trouble!" After giving more instructions, Dang Wenzheng locked his bicycle by the side of the road and hurried off.
Yan Fei did not move forward either. He used a vegetable stall’s platform by the side of the road to stand up and observe the scene.
He seemed to remember witnessing such a scene in his childhood, but as he was only a child then, he was more interested in the spectacle and didn’t notice the details. He vaguely remembered that back then everyone was pulling hand carts, but now, among the villagers, there were also two small walk-behind tractors and one big tractor.
There were many people who had arrived; the carts and tractors were filled with people. Looking at it, there seemed to be at least a hundred people, no wonder the commotion was so loud.
The spectators outside were whispering amongst themselves, and Yan Fei quickly understood after listening for a while.
Houfang Village really was treated like a stepchild. Its geographical location was quite remote, situated right at the edge of Sancha River Town. The key problem was, originally this village was not part of Sancha River Town, it was somehow drawn under it later.
As a result, when Sancha River Town distributed the poverty relief funds that year, their village was overlooked. Although the town had provided some temporary compensation later, it was deemed insufficient; thus, this grievance persisted.
Because of this issue, the village was highly uncooperative in other matters, whether it was about family planning or grain submission, the town officials had to push them, and even then, they seldom complied entirely.
Basically, unless it was about receiving money or goods, they adopted a strictly non-cooperative attitude towards any work initiated by the town. Back when the construction of the militia team was taking place, not a single person from this village participated. Now, with the unclear information regarding cattle farming, they somehow rooted and decided to blockade the main entrance.
At the entrance of the government building, Lin Baoguo led a team of police officers, ahead of them were a few officials from the town, in the depths of negotiating with the villagers.
Yan Fei’s eyes were sharp and he spotted Old Pan from the Armed Forces Department amongst the crowd, along with a few others. However, they were all dispersed amidst the spectators – this was probably to prevent instigators in the crowd from fanning the flames.
The government officials were speaking fervently, but those causing the disturbance were impossible to reason with – they simply refused to listen. An old man standing on a cart was shouting forcefully: "Don’t think we are uneducated and don’t understand, who else other than the government would give us cows to raise for free? Your nice words mean nothing, you just think our village is too far and don’t want to deal with us. Show us the documents, we refuse to believe..."
As Yan Fei was engrossed in observing the commotion, several people approached him from the street behind. One of them was watching him from afar, and after getting closer and whispering to the others, he ran over, slapped Yan Fei’s leg and said: "What are you doing standing up so high? Are you afraid people won’t see you? Come down, come down!"
Without even turning his head, Yan Fei knew from the voice who it was. He obediently stepped down – this guy wasn’t important, barely considered a respectable person in the town. Unfortunately, in Sancha River Town, he happened to be one of the very few people Yan Fei didn’t want to offend.
No particular reason, it’s just that the man had a nice daughter who called him Yan Xiaofei each day.
Seeing him come down, his future father-in-law said quietly, "Are you dumb? What are you doing standing so high?"
Yan Fei responded: "I am standing quite far away already..."
Old Xu glared at him: "Do you think there isn’t a single acquaintance of that village amongst this crowd? If others catch a glimpse of you, and they pass on the information, wouldn’t they cause an even bigger scene?"
"Why? Aren’t they looking for the government?" Yan Fei was quite confused.
"You’re indeed a naive boy, you think that they genuinely don’t believe that you’re managing this on your own? I think they’re here pretending to be fools, probably wanting to create a scene and gain some advantage. There’s a high chance they’re targeting you. And you, naively rushing towards the front, as if worried others won’t see you." Old Xu spoke with an exasperation.
"They’re blocking the government’s entrance, how is that related to me?"
"Come here, stand here while I explain it to you." Saying so, Old Xu took a few steps towards a small shed on the side of the road.
"If it wasn’t for your second sister telling me that you’re coming by bicycle, I wouldn’t have bothered." Once Yan Fei joined him, Old Xu continued speaking. "People are not fools, who doesn’t have a mouth to ask around? To unexpectedly mishear such a significant piece of news, do you believe it? It’s clear as day to anyone with eyes, they’re clearly targeting you."
"You’ve been talking for a while, how come I still can’t understand?" Yan Fei was genuinely confused. The old man kept saying that they’re targeting him, but he just didn’t get it.
"What’s going on with that brain of yours? Apart from raising cows, do you know anything else?" Old Xu was quite exasperated with his potential son-in-law. But there wasn’t much he could do, he knew that this involved the unpredictability of human nature, something hard to understand for those who had not experienced it first-hand.
